Safety Light Corporation

Description
The Safety Light Corporation Site is located on 10 acres in South Centre Township near
Bloomsburg, Columbia County, Pa. EPA added the site to the National Priorities List in 2005.
Manufacturing of self-illuminated watches and instrument dials, smoke detectors, neutron sources,
exit signs and other merchandise containing radioactive materials occurred at the site. Solid and
liquid wastes containing radioactive elements were produced and have contaminated the local soil
and groundwater. The site is bounded on the north by Old Berwick Road, on the east and west by
residential areas, and on the south by the North Branch of the Susquehanna River.
Current Site Status and Cleanup Actions to Date
•	In 2006, EPA completed most of the remediation investigation/feasibility study (RI/FS) for
Operable Unit (OU) 1, which primarily addresses the remaining Safety Light buildings. The
remedy for this portion of the site involves the demolition of both the radioactive and non-
radioactive Safety Light structures and removal of the debris to a properly licensed facility.
EPA issued a Record of Decision for OU1 in August 2010.
•	Field work for the RI/FS for OU2, which addresses site groundwater, continues, and in 2013,
EPA will install two monitoring wells at off-site locations to evaluate whether radionuclides are
present due to naturally occurring background conditions.
•	During 2008, EPA completed soil sample collection tied to OU3, which addresses soils,
sediment and surface water. EPA is currently preparing an Rl report from this sampling.
•	Under a removal action, EPA, with aid from the US Army Corps of Engineers (USACE),
removed radioactive waste from the site. More than 200 drums were removed for off-site
disposal.
•	In 2009, EPA, through an interagency agreement with the USACE, demolished seven
buildings and completed off-site disposal of demolition debris.
•	EPA has determined that all unacceptable human exposure pathways have been eliminated,
and therefore, under current conditions, human exposure is under control site wide.
Unfunded Action
Fiscal Year 2013 work that was not funded involved the demolition and disposal of remaining
structures at the site (10 buildings, 2 water tanks and 1 silo). EPA's removal program plans to
demolish and dispose of several of the buildings.
Current Funding Status
To date, EPA has spent approximately $12.6 million on construction work at the site.
