Environmental Protection Agency Administrator's Scott Pruitt
On February 17, 2017, the United States Senate confirmed
Scott Pruitt as the 14th Administrator of the U.S.
Environmental Protection Agency.
Administrator Pruitt believes that promoting and protecting
a strong and healthy environment is among the lifeblood
priorities of the government, and that EPA is vital to that
mission.
As Administrator, Mr. Pruitt's overarching goal is to lead
EPA in a way that our future generations inherit a better and
healthier environment as he works with the thousands of
dedicated public servants at EPA who have devoted their
careers to helping realize this shared vision, while faithfully
administering environmental laws.

Paint Tracker: Developed by the Iowa Air
Emissions Assistance Program (IAEAP)
Paint Tracker, developed by the Iowa Air Emissions
Assistance Program (IAEAP), is a free online resource
businesses can use to record paint, solvent and coating usage;
generate reports to track daily, monthly and annual usage;
calculate solids, volatile organic compound and hazardous air
pollutant emissions; and maintain regulatory compliance.
"Many regulations require businesses to maintain these
records which can be difficult and time-consuming; especially
for small businesses," says Jennifer Wittenburg, IAEAP
Program Manager at the Iowa Waste Reduction Center. Using
Paint Tracker, businesses are able to input their data on a
regular basis and generate reports as needed from any
computer that has Internet access.
The IAEAP is part of the Iowa Waste Reduction Center at the
University of Northern Iowa. The Paint Tracker program was
developed with funding by the Iowa Department of Natural
Resources.

EPA is granting the California Air Resources Board its
request for an authorization of its amendments to its Off-
Highway Recreational Vehicle regulation (OHRV
Amendments). The OHRV Amendments establish new
evaporative emission standards and test procedures for 2018
and subsequent model year OHRVs. The California OHRV
category encompasses a wide variety of vehicles, including
off-road motorcycles, all-terrain vehicles, off-road sport and
utility vehicles, sand cars, and golf carts. This decision is
issued under the authority of the Clean Air Act.

Alloations of Cross-State Air Rule Allowances From New
Unit Set-Asides for the 2017 Compliance Year
EPA is providing notice of emission allowance allocations to certain units under the new unit
set-aside (NUSA) provisions of the Cross-State Air Pollution Rule (CSAPR) federal
implementation plans (FIPs). EPA has completed final calculations for the second round of
NUSA allowance allocations for the 2016 compliance year of the CSAPR NOX Annual, S02
Group 1, and S02 Group 2 Trading Programs. EPA has posted spreadsheets showing the
second-round 2016 NUSA allocations of CSAPR NOX Annual, S02 Group 1, and S02 Group
2 allowances to new units as well as the allocations to existing units of the remaining CSAPR
NOX Annual, S02 Group 1, and S02 Group 2 allowances not allocated to new units in either
round of the 2016 NUSA allocation process.

Stakeholder Meeting on EPA Rules that can be Repealed, Replaced or Modified to Reduce
Regulatory Burdens under Executive Order 13777 Enforcing the Regulatory Reform
Agenda
The Environmental Protection Agency (EPA) Office of Small and Disadvantaged Business Utilization (OSDBU),
in implementing EO 13777: Enforcing the Regulatory Agenda, is hosting a meeting to consult with our external
stakeholders, to hear which rules and regulations our stakeholders believe should be repealed, replaced, or
modified, consistent with applicable law.
The Executive Order, signed February 24, 2017, establishes the "policy of the United States to alleviate
unnecessary regulatory burdens placed on the American people." Among other things, it requires each agency to
create a Regulatory Reform Task Force to evaluate existing regulations and to identify regulations that should be
repealed, replaced or modified. The meeting will afford the agency an opportunity to listen and learn directly from
those impacted by our regulations.
The meeting for the state Small Business Environmental Assistance Providers will be held on Thursday, April 20,
2017, from 12:30pm to 3:30pm Eastern DST via webinar. Those who wish to participate must contact Joan B.
Rogers (202-564-6568 or rogers.ioanb@epa.gov), not later than Friday, April 14, 2017. Requests made beyond
the webinar capacity and/or after April 17, 2017 might not be able to be accommodated. The in person meeting
will be held on Tuesday, April 25, 2017 at EPA Headquarters, Washington, DC from 12:30pm to 3:30pm

Procedures for Rulemaking Under Section 6 of the Toxic Substances Control Act; Amendment

AGENCY: Environmental Protection Agency ACTION: Final Rule
SUMMARY: Section 6 of the Toxic Substances Control Act (TSCA) provides EPA with several authorities for
addressing risks from chemical substances and includes procedures that EPA must follow in doing so. EPA
promulgated regulations shortly after TSCA was enacted to implement the procedural requirements for rulemaking
under TSCA section 6 as they existed at that time. TSCA was recently amended by the Frank R. Lautenberg Chemical
Safety for the 21st Century Act. This final rule removes the regulations specifying certain procedural requirements for
rulemaking under TSCA section 6, including the requirement for a hearing, because TSCA, as amended, no longer
mandates those procedures.
