^tDSI% 2001 Toxics Release Inventory |^j INTRODUCTION The fact sheets in this document summarize the basic 2001Toxics Release Inventory (TRI) data for each state. This document serves as a companion volume to EPA's 2001 Toxics Release Inventory Public Data Release Report (EPA 260-R-03-001), a more detailed examination of TRI data for 2001 and previous years. The TRI is a publicly available database containing information about releases and other waste manage- ment of toxic chemicals reported by industrial facil- ities. The TRI was established by section 313 of the Emergency Planning and Community Right-to- Know Act (EPCRA) of 1986. The Community Right-to-Know provisions of EPCRA are intended to provide information to the public about the pres- ence and release of toxic chemicals in their commu- nities. Following passage of the Pollution Prevention Act of 1990, the TRI was expanded to include reporting of additional waste management and pollution prevention activities. For the reporting year 2000, TRI was expanded to include new persistent bioaccumulative toxic (PBT) chemicals. In addition, reporting thresholds were lowered for both the newly added PBT chemicals and certain PBT chemicals already on the TRI list. In the rule (64 FR 58666) finalized on October 29, 1999, EPA added six PBT chemicals and one PBT chemical compounds category. Two of the chemi- cals were added to the Polycyclic Aromatic Compounds (PACs) category. The rule also lowered the reporting threshold for 15 PBT chemicals and three PBT chemical categories. For the reporting year 2001, the reporting thresh- olds for the PBT chemicals lead and lead com- pounds were lowered in a rule finalized on January 17, 2001 (66 FR 4500). The lower reporting thresh- old and requirements for lead and lead compounds are effective for the 2001 reporting year and applies to all lead and lead compounds except for lead when it is contained in stainless steel, brass, or bronze alloys. Chapter 3 of the companion volume 2001 Toxics Release Inventory Public Data Release Report (EPA 260-R-03-001) presents detailed infor- mation and TRI data for the PBT chemicals. In a separate action, as part of the rulemaking for the 2000 reporting year, EPA added vanadium com- pounds to the list of TRI chemicals and changed the reporting qualifier for vanadium (already on the list of TRI chemicals) from "fume or dust" to "except when contained in an alloy." Vanadium and vanadi- um compounds have not been classified as PBT chemicals. Facilities in the manufacturing sector (Standard Industrial Classification codes 20 through 39) have been required to report to TRI since its inception. Beginning with reporting year 1994, federal facili- ties have also been required to report to TRI. Reporting year 1998 was the first year of reporting by seven additional industries: Metal mining (SIC code 10, except 1011, 1081, and 1094), Coal mining (SIC code 12, except 1241), Electrical utilities that combust coal and/or oil (SIC codes 4911, 4931, and 4939), RCRA subtitle C hazardous waste treatment and disposal facilities (in SIC code 4953), Chemical wholesale distributors (SIC code 5169), Petroleum terminals and bulk storage stations (SIC code 5171), and Solvent recovery services (SIC code 7389). In the TRI public data release materials, including this volume, data submitted by two of these indus- tries solvent recovery services and RCRA subti- tle C hazardous waste treatment and disposal facili- ties are analyzed together. 2001 Toxics Release Inventory State Fact Sheets 1 ------- (&) 2001 Toxics Release Inventory By July 1 each year, facilities must report their esti- mated amounts of releases and other quantities of toxic chemicals managed as waste for the preceding calendar year. Facilities provide this information to EPA and to the state in which they are located. For 2001, 24,896 facilities filed 95,513 individual chemical reporting forms. After completion of data entry and data quality assurance activities, EPA makes these data available to the public through on- line databases and a variety of other means, includ- ing this report. TRI DATA BY STATE: OVERVIEW Tables on the following pages summarize 2001 TRI reporting by state. For 2001, individual tables rank states and summarize their data for: on- and off-site releases (includes transfers out- of-state for disposal and excludes transfers to disposal sent to other TRI facilities that reported the amount as an on-site release), on-site releases (includes amounts released at the facility; excludes amounts transferred to other sites for disposal), releases within each state (includes off-site releases sent into the state by facilities in other locations, excludes transfers out-of-state for dis- posal, and excludes transfers to disposal sent to other TRI facilities that reported the amount as an on-site release), transfers for further waste management, including disposal sent to recycling, energy recovery, treatment, and Publicly Owned Treatment Works (POTWs) or for disposal (excluding metals sent to POTWs), and transfers of metals (and their category com- pounds) and non-metals to POTWs. Additional tables summarize on-site and off-site releases for the years 1998-2001, as well for the time period 1988-2001. Tables 6 through 9 present 1998-2001 data for the subset of chemicals that do not include persistent bioaccumulative toxic (PBT) chemicals and vanadium and vanadium compounds. The reporting thresholds for PBT chemicals on the TRI chemical list prior to 2000 have been lowered and the reporting definition for vanadium was changed. Other PBT chemicals were added to the TRI chemical list at the lowered threshold. In addi- tion, vanadium compounds were also added. Therefore, amounts reported for 2000 and 2001 for these chemicals are not comparable to amounts reported in prior years. The final table provides totals for on- and off-site releases for 1988 and 1998-2001. This last table does not include data on chemicals whose reporting requirements have changed during the period 1988 through 2000. Therefore, it does not include delist- ed chemicals, chemicals added in 1990, 1991, 1994 and 1995, aluminum oxide, ammonia, hydrochloric acid sulfuric acid PBT chemicals, vanadium and vanadium compounds. The following section, "Description of the Fact Sheets," explains data provided in these summary tables as well as in the individual state fact sheets. 2 2001 Toxics Release Inventory State Fact Sheets ------- ^tDSI% 2001 Toxics Release Inventory |^j DESCRIPTION OF THE FACT SHEETS Each four-page state fact sheet provides the following: State Summary Data (First Page for Each State) Reported Releases and Other Waste Management Activities: On- and Off-site Releases: The amounts of toxic chemicals released to air, water, land, injected into underground wells (on-site releases) at reporting facilities within the state, and the amounts of toxic chemicals transferred off-site to disposal (off-site releas- es) by reporting facilities within the state. Off-site releases include transfers to disposal of all TRI chemicals plus transfers of metals and metal category compounds to solidifica- tion/stabilization, to wastewater treatment (excluding POTWs), and to POTWs because they are ultimately disposed. Off-site transfer data exclude amounts sent for disposal to other TRI facilities that report those amounts as on-site releases. Waste Management: Quantities of TRI chemicals in production-related waste man- aged by reporting facilities, including recy- cling, energy recovery, and treatment on-site and off-site, as well as the quantity released on- and off-site. Non-production related waste managed includes quantities released as the result of one-time events, for example, remedial activities or catastrophic events. Transfers Off-site for Further Waste Management, including Disposal: Amounts of TRI chemicals sent off-site for further waste management recycling, energy recovery, treat- ment, POTWs, or for disposal (off-site releases). For amounts transferred to POTWs, metals and metal category compounds are identified sepa- rately from non-metals. State map with circles marking the location of each facility reporting to the TRI in 2001. Circles are proportionally sized to represent each facility's total on-site releases. Population and area of the state, the number of facilities reporting to TRI from the state, and the number of forms submitted by those facilities. Population statistics for the 50 states and the District of Columbia are 2001 U.S. Census esti- mates as of July 1, 2001. The population statis- tics for American Samoa, Guam, the Northern Marianas, Puerto Rico, and the Virgin Islands are from the 2000 U.S. Census as of April 1, 2000. The state's national rank (and pounds) for total on- and off-site releases (includes transfers out- of-state for disposal and excludes transfer amounts sent to other TRI facilities reporting that amount as on-site releases), for total on-site releases (includes amounts released at the facili- ty; excludes amounts transferred to other sites), for total releases within the state (includes off- site releases sent into the state by facilities in other locations, excludes transfers out-of-state for disposal and transfers to other TRI facilities in the state reporting that amount as on-site releases), and for total production-related waste managed. Contact names, telephone numbers, fax num- bers and e-mail addresses for the state TRI coor- dinator and for the EPA TRI coordinator for the region in which the state is located. 2001 Toxics Release Inventory State Fact Sheets 3 ------- (&) 2001 Toxics Release Inventory Total On- and Off-site Releases is not the same as Quantity Released On- and Off-site. These State Fad Sheets present these amounts on the first page for each state. Facilities are also ranked separately in each state for both of these measures of releases. The difference between these amounts arises primarily from the types of releases reported on different sections of the Form R. Total On- and Off-site Releases reflects all on-site releases collected in Section 5 of Form R plus off-site releases (transfers off-site for dis- posal) reported in Section 6 (including metals and metal category compounds transferred to solidification/stabilization and to waste- water treatment, including POTWs). The Quantity Released On- and Off-site is reported in Section 8.1 of Form R. This quantity reflects production-related releases and excludes releases associated with catastrophic events, remedial actions, and other one-time events not related to production. Other reasons also contribute to the different quantities reported in different sections of the Form R. For example, a release or transfer of less than 1,000 pounds may be reported in ranges in Section 5 and 6 whereas an exact amount must be included in Section 8. In 2001, some facilities reported transfers of metals and metal category compounds to solidification/stabilization and to wastewater treatment (excluding POTWs) using incorrect disposal codes in Section 6 of Form R (codes M40 and M61). For the 2001 TRI Public Data Release Report and the 2001 State Fact Sheets, off-site releases include these amounts. These facilities may have reported these transfers in Section 8 as treated off-site rather than incorporating the amounts into Quantity Released On- and Off-site. Because of the differences between Section 6 and Section 8 reporting, EPA cannot correct these Section 8 quantities. Chemicals and Facilities with the Largest Amounts (Second through Fourth Pages for Each State) Chemicals and facilities are ranked separately for all chemicals and for persistent bioaccumulative toxic (PBT) chemicals. PBT chemicals on the TRI chemical list prior to the 2000 reporting year have had their reporting threshold lowered while other PBT chemicals were added to the TRI list for 2000. The 5 chemicals released in the state in the largest amounts (including transfers into the state for disposal and excluding transfers out-of- state for disposal, as well as transfers within the state to other TRI facilities reporting that amount as on-site releases). Ranking of chemicals includes on-site releases reported in Section 5 of TRI's Form R and off-site releases (reported in Section 6 of TRI's Form R, including transfers of metals and metal category compounds to solidi- fication/stabilization and to wastewater treatment including POTWs). Data on all transfers into, within, and out of the state are also presented. Releases of each PBT chemical (including transfers into the state for disposal and excluding transfers out-of-state for disposal, as well as transfers within the state to other TRI facilities reporting that amount as on-site releases). The PBT chemicals are ranked based on on-site releases reported in Section 5 of TRI's Form R and off-site releases (reported in Section 6 of TRI's Form R, including transfers of metals and metal category compounds to solidification/sta- bilization and to wastewater treatment including POTWs). Data on all transfers into, within, and out of the state are also presented. The 10 facilities reporting the largest amounts of total on-site releases of all TRI chemicals and of all PBT chemicals. On-site releases are reported in Section 5 of TRI's Form R. Ranking of these facilities excludes amounts transferred off-site for disposal, although information on transfers within the state and out of state (report- ed in Section 6 of TRI's Form R) is provided. The 10 facilities reporting the largest total quantities released on- and off-site of all TRI chemicals and of all PBT chemicals. Quantities released on- and off-site are reported in Section 8.1 of TRI's Form R.
