Horseshoe Road/Atlantic Resources Corporation Sayreville, N.J. Site Description The Horseshoe Road site is a 12-acre property located in Sayreville, Middlesex County, N.J. The site includes three areas: the Sayreville Pesticide Dump; the former Atlantic Development Corporation facility; and the Horseshoe Road Drum Dump. EPA placed the Horseshoe Road site on the National Priorities List in September 1995.The Atlantic Development Corporation facility contained three buildings that were owned or leased out to numerous companies from the early 1950s to the early 1980s. The various operations included production of roofing materials, sealants, polymers, urethane and epoxy resins, pigments, wetting agents, pesticide chemicals, and recycled chlorinated solvents. The other two areas are dump sites. The adjacent Atlantic Resources Corporation site is a 4 1/2-acre property also located on Horseshoe Road. The Atlantic Resources site was placed on the National Priorities List on September 2001. Because both sites are affecting the same media, EPA has addressed them together under three separate records of decision (RODs), one for each operable unit. Both sites are located on the south shore of the Raritan River. The nearest residential neighborhood lies one- half mile to the south and contains approximately 47 homes. Current Site Status and Cleanup Actions to Date • Since 1985, EPA has performed 10 removal actions addressing both sites. These removals stabilized the sites by removing more than 3,000 drums, cleaning-up dioxin and mercury spills, emptying and disposing of materials found in numerous tanks and vats on both sites, and excavation and disposal of contaminated soils and debris. • In September 2000, EPA signed a Record of Decision (ROD) identified as Operable Unit 1 (OU1).The ROD called for demolition and off-site disposal of buildings and above-ground structures. In April 2001, EPA completed the OU1 remedy for the Horseshoe Road site, removing the buildings and surface debris from the ADC facility. • In September 2004, EPA signed a ROD addressing soil and groundwater identified as OU 2. The ROD called for excavation and disposal of contaminated soil, including deep soils that acted as groundwater contaminant source material. In December 2009, EPA completed work on the OU2 remedy for the Horseshoe Road site. • In June 2009, EPA signed a ROD addressing contaminated sediments in the adjacent marsh and Raritan River and the design for the ROD was 95 percent completed in September 2013. • EPA has determined that all unacceptable human exposure pathways have been eliminated, and, therefore, under current conditions, human exposure is under control site wide for both sites. Unfunded Action Fiscal Year 2013 work that was not funded involved sediment dredging with off-site disposal. Current Funding Status To date, EPA has spent approximately $38 million on construction work at this site.
