SEPA United States Environmental Protection Agency Office of Emergency and Remedial Response (5201 G) July 2000 Superfund Redevelopment New Hampshire Plating Company Merrimack, NH Pilots EPA's Superfund Redevelopment Initiative (SRI) is a nationally coordinated effort to facilitate the return of Superfund sites to productive use by selecting response actions consistent with anticipated use. The SRI Pilots are intended to help local governments enhance their involvement in the Superfund decision-making process by assisting EPA in predicting future land uses for Superfund sites. Under the Pilot Program, EPA will provide up to $100,000 in financial assistance and/or services to local governments for specified activities. Applicants are offered several types of program assistance, including funding through a cooperative agreement, access to facilitation services, and/or the availability of personnel under the Intergovernmental Personnel Act (IPA). BACKGROUND EPA selected the Town of Merrimack, New Hampshire, for a Superfund Redevelopment Pilot. Merrimack is home to the New Hampshire Plating Co. Superfund site. From 1962 until 1985, the New Hampshire Plating Co. (NHPC) conducted electroplating operations on a 13- acre parcel of land. Four natural lagoons on the property were used forthe disposal of wastes and waste waters from the electroplating process. These lagoons were unlined and had no leachate detection or collection systems. Because of the nature of its operations, NHPC declared itself a hazardous waste disposal facility underthe Resource Conservation and Recovery Act (RCRA). In 1982, the EPA and the New Hampshire Division of Environmental Services cited NHPC for violating several RCRA requirements and closed the facility in 1985. In October 1992, EPA added the site to its list of hazardous waste sites needing cleanup. The site is near a Brownfields Pilot. OBJECTIVES Because of Merrimack's proximity to other major cities, many businesses and theirworkers are moving to the town. To address the growth, the town is beginning to revise its master plan. Because Merrimack is growing quickly, reusing formerly developed lands, including a Superfund site, has become an attractive option to developers. With Pilot funds, Merrimack will determine options for reuse and develop a reuse plan. The town will solicit community opinions for reuse ideas, identify the community's needs, and identify uses compatible with the cleanup.
