Notes on Appendix G
Appendices C-G present tables with detailed findings from the EPA 2020 COVID-19 Water Sector Survey.
This appendix, Appendix G, presents total findings for all utility types. Each table includes findings for
subgroups based on size (population served).
The order of presentation in this appendix follows the order of questions in the survey (see Appendix B).
The title of each table generally includes the applicable survey question number and the text of the
question itself (or a close paraphrase). EPA used financial data from Part D of the survey to generate
some derived measures. The tables presenting these measures are labeled as "calculated" rather than
labelled with a question number.
Some questions asked survey participants specifically about experiences from January 2020 to the
present day, or from present day to December 2020. For these questions, "January to the Present" or
"Present to December" is listed above each table to show the time period covered by the table.
In most cases, findings are presented as point estimates and 95 percent confidence intervals. For an
explanation of confidence intervals, see the discussion of methodology in Appendix A.
Several questions asked respondents to provide responses on a scale. For example, questions Bl.1.1 and
B2.1.1 asked respondents to rank the severity of their treatment chemical shortages as "no impact,"
"slight impact," "moderate impact," or "severe impact." EPA calculated a mean score for each such
question by assigning numeric values to the responses (for example, 0 for no impact, 1 for slight impact,
2 for moderate impact, and 3 for severe impact) and averaging the results.
Each table lists the number of observations, which is the number of responses received from survey
participants to a given question or response option. The quantitative findings presented in the tables are
weighted to provide national estimates, using weightings calculated and assigned to each utility type
and size subgroup. For more information on the weightings, see the discussion of methodology in
Appendix A.
Blank cells indicate that no applicable responses were received. "N/A" indicates that a confidence
interval cannot be calculated because there was no variance in responses.
