No. NJD002202885 June 2001 Summary of Success Story • The Jersey Plating Company ceased operations in 1986 and does not appear to be financially viable or willing to perform corrective action work at the Site. • Back taxes are due on the property and the Town of Boonton is interested in taking over the one quarter acre Site for redevelopment into a parking lot. • Samples taken in 1997 showed groundwater contamination on-site (trichloroethene). Additional investigation into the extent of groundwater and soil contamination needs to be conducted. • Closure of RCRA units was conducted several years ago under a closure plan approved by the New Jersey Department of Environmental Protection (NJDEP). A subsurface disposal unit (cesspool) was removed and groundwater was sampled under a New Jersey Pollutant Discharge Elimination System (NJPDES) Permit. Monitoring of the groundwater is no longer being conducted. • The Jersey Plating Company is one of 61 New Jersey sites that is on the RCRA Government Performance and Results Act (GPRA) baseline of facilities that are subject to the 2005 deadline for achieving the Environmental Indicators of Migration of Contaminated Groundwater Under Control and Current Human Exposures Under Control. In order to meet these goals, EPA needed to find some means by which the site could be further investigated and remediated, if necessary. • EPA Superfund indicated that the Site would not rank high enough for the NPL and that Federal targeted Brownfields funds, if available, would be minimal and limited to administrative and assessment work. • EPA was considering issuing a RCRA corrective action order to Jersey Plating, however, due to the financial and redevelopment issues, an alternate means to implement corrective action at the Site is appropriate. • The Town of Boonton and the Jersey Plating Company property are eligible for financial assistance under the NJDEP Hazardous Discharge Site Remediation Fund (HDSRF). This state program provides grants to municipalities for assessment and investigation of certain contaminated properties, conducted under a State Memorandum of Agreement ------- (MOA). The Town of Boonton and the Jersey Plating property may also be eligible for additional funding for remediation through the New Jersey Redevelopment Authority. The Town of Boonton is willing to address corrective action at the Jersey Plating Company property through a NJDEP MOA so that it can proceed with redevelopment of the property. Although New Jersey is not authorized for RCRA Corrective Action, the NJDEP Site Remediation Program has assumed the regulatory lead for further investigation and cleanup at the Jersey Plating Company Site. This will be accomplished through the NJDEP HDSRF and NJDEP MOA process to facilitate corrective action and redevelopment of the Site. As a result of these state programs and our partnership with NJDEP and the Town of Boonton, it is now likely that Jersey Plating will meet the EI goals. EPA will continue to monitor the progress of corrective action work at the site. Lessons Learned • The NJDEP Hazardous Discharge Site Remediation Fund provides grants to municipalities for assessment and investigation of contaminated properties under a State Memorandum of Agreement. Additional funding for remediation is available to municipalities pursuing redevelopment through the New Jersey Redevelopment Authority. Significant resources were utilized in drafting and trying to negotiate a RCRA order with the company. If the company's fiscal situation and the accessibility of the NJDEP Brownfields resources had been identified earlier, we would have saved time and resources. This innovative approach can be applied to other similar redevelopment sites in New Jersey.
