SITE DESCRIPTION
The 57th and North Broadway Streets site is primarily a groundwater contamination site that
includes residential and commercial areas. The sources of contamination in this area have been
determined to be several commercial operations at the upper end of the contaminant plume.
Local and State officials were first alerted to the presence of contamination in 1983 when a
resident complained about the poor quality of the drinking water. Subsequent investigations led
to the detection of contamination in the soil, as well as in residential and industrial wells. In
1989, the Kansas Department of Health and the Environment (KDHE) identified four parties
potentially responsible for site contamination: an oil refining plant, a trucking company, an
abandoned gas station, and an abandoned paint factory which generated paint sludge and cooling
water. Other sources of contamination have been identified within the site.

Volatile organic compounds (VOCs), including benzene, PCE, TCE, toluene,
vinyl chloride, xylene, and heavy metals, including arsenic, barium, cadmium,
chromium and lead have been detected in on-site soil and residential and industrial
wells. Exposure to contaminated soils or groundwater could pose a health risk.
CLEANUP APPROACH
Response Action Status
Immediate Actions: In 1990, the EPA provided bottled water to residents and small businesses
affected by site contamination. A water supply line was constructed in 1992. In 1994 two
potentially responsible parties provided connections to public water for residents.
Entire Site: An investigation into the nature and extent of groundwater contamination at the site
began in 1995. The investigation was completed, in 1999, the EPA selected in-well stripping as
the remedy for the site's groundwater and soil vapor extraction for the clean up of two areas of
contaminated soils.
Riverview Neighborhood: In late 1997, an extension of the plume was discovered in a
residential neighborhood. A removal action was immediately implemented to provide first
bottled water and then whole house filters. Subsequently, a full study and intermediate action
was taken. Affected residents were connected to the newly constructed city water lines. In-well
stripping was selected as the remedy for the Riverview Operable Unit. Construction of the six
wells for treatment of the Riverview segment of the plume was completed in the fall of 2001.
Construction of in well strippers for the remainder of the plume were also completed at the same
time. The soil vapor extraction units were installed in September of 2002.
Cleanup Ongoing: Thirty-one in well strippers 25 along 53rd street and six in the
Riverview neighborhood are now providing groundwater treatment. As the
groundwater is cleaned up and the threat abated the in well stripper systems will be
turned off provided no know up gradient contamination exists. Two separate SVE
systems are operating. One a the former Wilko Paint facility and the other at
Midland Refinery. The SVE system at the former Wilko facility is operating as
expected. The SVE system at Midland is drawing contaminated oil from the pore
space in the soil, so oil as well as contaminated vapor is being removed from the
soils at this location. Additional work to optimize the various treatment
technologies in an effort to shorten the duration of the clean up activity is
underway.

Site Facts:
ENVIRONMENTAL PROGRESS	
Immediate actions such as the provision of bottled water and the construction of a
water supply line to affected residences and small businesses have reduced the risks posed to the
safety and health of the nearby population while investigations were being completed by the
EPA. The design of the remedial action for ground water remediation is complete and
constructed. The design for the all systems are complet and construction was completed in
August of 2002. Negotiations with some of the PRPs for the site have been completed and with
the remainder will continue.
COMMUNITY INVOLVEMENT
Community Advisory Group (CAG) Meetings are held the second Thursday of January, April,
July, and October at 7 p.m. The CAG meets in the Community Building of Hap McLean Park,
6801 N. Hydraulic, Park City, Kansas.
For each CAG Meeting a notice is mailed and ad is placed in the Ark Valley News, Park City,
Kansas.
The mailing list for the January 12, 2006 meeting contained 575 names.
