SITE DESCRIPTION
The Madison County Mines Project is located in southeastern Missouri near Fredericktown in
the Old Lead Belt where heavy metal mining has occurred since the early 1700s. Past mining
operations have left, at least, thirteen [13] identified major tailings and chat deposits from
smelting and/or mineral processing operations within the county and there may be other piles or
other locations where these deposited materials have been placed. These materials may have
been moved by erosion, both wind and water, or relocated by other means to other locales
throughout the county. The tailings contain elevated levels of lead and other heavy metals which
pose a threat to human health and the environment. In addition, these deposits have
contaminated soils, sediments, surface water, ground water, and are impacting ecological
systems. At several locations and, somewhat throughout the area, exposure of the most
endangered groups (young children, pregnant women, and senior adults) to these contaminants is
on-going.

Responsible Party actions.

THREATS AND CONTAMINANTS

Heavy metals resulting from the mining and processing of lead ore are the
contaminants being investigated and addressed. Exposures to lead, cadmium, and
zinc can represent a significant risk to the health of young children, pregnant
women, and the elderly, and the surrounding natural environment. The media
being evaluated and addressed include: chat and tailings piles; residential yards;
public areas; drainage ways; road, street, and highway right-of-ways; ground
water; surface water; sediments; and air and water erosion.
CLEANUP APPROACH
Response Action Status
Initial Actions: Residential yard soil evaluations have been completed. Sampling
of approximately 3100 homes, which accounts for about two-thirds of the
residencies in Madison County, have been completed and the effort continues.
Approximately 852 residential yard soils have been determined to be at or above
the lead action level [1200 milligrams per kilogram or parts per million] and
approximately 804 had been cleaned up by the end of 2006.
Site Studies: A characterization study is underway at Operable Unit #1 (OU1)
which is the Northern portion of the site. It is being conducted by Potentially
Responsible Parties (PRPs) with oversight by EPA for the presence and
concentrations of contamination, and risk to both human health and the ecology.
Negotiations are ongoing with other PRPs to conduct a characterization study on
OU2 which is another area of the site.
A Remedial Investigation which covers OU3 - OU6 of the site should be
completed by the end of 2007. A Feasibility Study (FS) for a Interim OU3
Remedial Action is also in progress and should be completed at about the same
time. An Interim Proposed Plan is soon to be publicly issued to obtain community
input for the Record of Decision (ROD). The Proposed Plan addresses remediation

of all residential yards and public areas in Madison County. The ROD for this
interim action is scheduled to be completed in this fiscal year [before 9-30-07],
The Remedial Design (RD) is scheduled to begin this winter with construction
preparation, bidding and construction contract awarding completed in late
winter-early spring. The Remedial Action (RA), which is the pivotal driver for
remediating all yards, is scheduled to begin next summer and continue for an
estimated five [5] years. An FS for the remaining remedial action on OU3 is
scheduled to be issued this fall.
Site Facts: In 1999, approximately 16% of the children tested in Madison County had lead
poisoning. In 2005, that percentage was lowered to 6% which is mostly due to
efforts by the Madison County Health Department in providing health education
and to the removal of contaminated soil from residential properties.
ENVIRONMENTAL PROGRESS
Two time-critical removal actions were completed in October, 2006. These removals
cleaned-up properties where lead-contaminated soils were creating an unacceptable risk to young
children. Sampling of approximately 3,100 homes, which accounts for about two-thirds of the
residencies in Madison County, has been completed and the effort continues. Approximately
852 residential yard soils have been determined to be at or above the lead action level [1,200
milligrams per kilogram or parts per million] and approximately 804 properties have been
cleaned up. The actions include day-care facilities, playgrounds, parks, and other properties
used frequently by young children. An Ecological Risk Assessment, which identified and
quantified impacts to the ecology by releases from mining wastes, has been completed and is
available at the repositories listed below.

COMMUNITY INVOLVEMENT	
A Community Involvement Plan serves as a support vehicle at this site, defining "who, what,
when, where, and why" EPA has a presence in Madison County. The Madison County
Environmental Roundtable was established as dialogue forum for EPA, health officials, state
representatives, elected officials, and local interested persons. This group has remained active
since its formation and meets every other month. EPA also has a toll-free telephone number for
the Regional Office in Kansas City, Kansas to give the public easy access to site representatives.
