The Water Pollution Control Program assists Federally-recognized Indian Tribes with achieving environmental
results by developing institutional capacity for administering water quality programs to protect, improve, and
enhance natural resources.
Funding Availability
Approximately $8.5M is anticipated to be allocated for CWA §106 Tribal programs, the same as last fiscal year's allocation.
This will allow EPA to award grants between $40K-$200K; first-time eligible applicants may receive grants for $40K.
Eligible Activities (but not limited to):
Hiring qualified staff to identify and prioritize water
quality issues;
Leasing/renting office space and purchasing
equipment and supplies;
Developing a Nonpoint Assessment and
Management Program;
Performing water quality monitoring and
assessments and associated data management;
Conducting studies related to water pollution
control;
Implementing and enforcing pollution control
measures;
Developing and implementing groundwater
programs;
Developing a Water Quality Assessment Report;
Travel and training.
Eligible Applicants:
Federally Recognized Indian Tribes
CWA §106 Grant Program Eligibility Requirements:
Tribes must meet the following Financial Assistance Eligibility (FAE) requirements:
1.	Federal recognition;
2.	Substantial governmental duties and powers;
3.	Legal authority and jurisdiction over Tribal lands or reservation;
4.	Capability to carry out functions to be exercised in the manner consistent with the terms
and purposes of the Clean Water Act and all applicable regulations.

Tribes interested in receiving CWA §106 funds must submit a proposal to
EPA Region 9-Water Division, per Region 9's FY2015 Funding Opportunity
for Tribal Water Pollution Control Program Grants

that includes:
•	A detailed workplan and budget describing how the requested CWA
§106 funds will be used and target dates for accomplishing specific
project milestones. The workplan should identify short-term and
long-term environmental results.
•	A Tribal match of 5% of the total project cost must be reflected in the
application, workplan, and budget.
