ELECTRONIC REPORTING AND RECORDKEEPING REQUIREMENTS
FOR NEW SOURCE PERFORMANCE STANDARDS

ACTION
•	On December 21, 2016, the U.S. Environmental Protection Agency (EPA) expanded its electronic
reporting requirements. This rule requires certain industrial sources to electronically submit to
the EPA specific air emissions data reports. These reports, required in the New Source
Performance Standards (NSPS) in part 60 of chapter 40 of the Code of Federal Regulations, are
already being submitted in hard copy.
•	The reports covered by this action include summary reports, excess emissions reports,
performance test reports, performance evaluation reports and other similar reports required by
specific rules. Therefore, today's final action would not increase regulatory burden or require
the submittal of additional reports or information.
•	Most sources subject to an NSPS will be affected by this action. Some of the source categories
affected by this action include: Pulp Mills, Phosphoric Acid Plants, Glass Manufacturing Plants,
Stationary Gas Turbines, Grain Elevators, Coating Operations, Landfills, Engines, Sewage Sludge
Incinerators and Rubber Tire Manufacturing. A complete list of source categories covered by
this action can be found in Table 2 of the Federal Register notice.
•	Currently, over four dozen EPA air program rules require electronic submission of reports
directly to the EPA using the Compliance and Emissions Data Reporting Interface (CEDRI)
through the EPA's Central Data Exchange (CDX). Over 11,000 reports have been successfully
submitted electronically to date. This final rule expands the number of NSPS which require
reports to be submitted electronically to the EPA. Additionally, this final rule allows sources to
retain electronic records in lieu of hardcopy records for information submitted through CEDRI.
•	Electronic reporting improves access to air emissions reports for state, local and tribal pollution
control agencies and the public. Data from the reports are readily available through WebFIRE,
an EPA maintained website. Additionally, the EPA will be able to use the data in Clean Air Act
mandated reviews to update emissions factors and to improve emissions inventories.
•	Although the transition to electronic reporting will impose short-term cost impacts, there will
be long-term cost savings associated with this rule as affected sources transition from manual
paper-based reporting and recordkeeping to electronic reporting and recordkeeping. The EPA
estimates the total annualized savings associated with these requirements to be approximately
$1.4 million per year.
BACKGROUND
•	The EPA is charged under section 111 of the Clean Air Act to establish standards of performance
for new stationary sources. Each NSPS requires that certain reports be submitted and records

be maintained that are necessary for the Administrator to confirm compliance with the
established standards of performance. These reporting and recordkeeping requirements are
authorized by section 114 of the Clean Air Act.
