ICP Soils will be Temporarily Staged
at East Mission Flats Repository in 2008

¦	In 2007, the Idaho legislature passed the Basin Institutional Controls Program (ICP) Rule. The Rule
calls for proper handling and disposal of soils contaminated with mine waste that originate from
properties within the ICP Administrative Area (see the ICP Rule for description).
¦	Panhandle Health District Administers the ICP in the Basin.
¦	The East Mission Flats (EMF) Repository was prepared for acceptance of ICP soils with the passage of
the ICP rule by the 2007 Idaho legislature. ICP soils result from activities that are performed under the
ICP Rule and are contaminated by mine waste.
¦	In September 2008, the EMF Repository will begin serving as a temporary ICP soils transfer site for
this year. Beginning in spring of2009, the EMF Repository will begin accepting waste for permanent
disposal.
¦	ICP soils brought to the EMF in 2008 will be temporarily held then transferred by the Idaho
Department of Environmental Quality (IDEQ) to the Big Creek Repository near Osburn for permanent
disposal.
¦	Only small amounts of ICP soils (less than 1,000 cubic yards) are expected to be staged at EMF this
year. The ICP soils will be moved, not left on site, until the EMF Repository is ready to accept waste
soils permanently.
¦	The IDEQ will perform regular oversight and management activities to maintain the clean access road
and turn-around pad at EMF, and to determine when there is sufficient quantity to haul to Big Creek.
¦	East Mission Flats Repository has a gate that uses key-card access. The access cards are issued to
citizens by the Panhandle Health District.
¦	EMF Repository is expected to be ready to accept mine waste contaminated soils for permanent
disposal after any suggestions on the 60% Design Report have been reviewed by IDEQ and EPA. It is
currently planned that permanent disposal will occur in spring 2009 unless disposal requirements for
the ICP or property remediation in the lower basin are much greater than expected and require disposal
during the months of September through November 2008.
¦	There will not be any additional public input periods on the EMF Repository Design after September
2,2008.
