EPA GUIDANCE
Use of Soil Cleanup Criteria in 40 CFR Part 192 as Remediation
Goals for CERCLA Sites. (EPA Directive # 9200.4-25). This EPA
memorandum addresses the use of the soil cleanup criteria in 40
CFR Part 192 when setting remediation goals at CERCLA sites with
radioactive contamination. In particular, it clarifies the intent of 40
CFR Part 192 in setting remediation levels for subsurface soil. It
does not address the applicability or intent of other standards
contained in 40 CFR Part 192, nor does it address setting
remediation goals for contaminated media other than soil [February
1998, 5 pages]. View or print from http://www.epa.aov/superfund/oerr/techres/soil/cleanup.htm.

Clarification of Standards for Hazardous Waste Land Disposal
Restriction Treatment Variance (Final Rule). In December 1997,
EPA finalized clarifying amendments to the rule authorizing
treatment variances form the national Land Disposal Restrictions
(LDR) treatment standards [December 1997, 7 pages]. View or print

Natural Attenuation of Chlorinated Volatile Organic Compounds
in a Freshwater Tidal Wetlands, Aberdeen Proving Ground,
Maryland, (Water Resources Investigation Report 97-4171). This
report was produced by the U.S. Geological Survey in coordination
with the U.S. Army Garrison, Aberdeen Proving Ground. The
purpose of this report is to describe the natural attenuation of VOCs
in a wetland study area. Biodegradation and sorption were found to
be significant natural attenuation mechanisms for dechlorination

Compendium of Federal Facilities Cleanup Management
Information (EPA 540-R-98-004). This document was published by
the EPA Federal Facilities Restoration and Reuse Office (FFRRO).
It outlines key hazardous substance and waste remedy publications,
guidance, CD-ROMs, and Internet home pages for remedial
managers to use to guide their supervision of the remediation of

Expediting Clean-Up and Redevelopment of Brownfields:
Addressing the Major Barriers to Private Sector Involvement --
Real or Perceived. This report was submitted to EPA by the
Environmental Financial Advisory Board (EFAB). This report
was submitted to EPA by the Environmental Financial Advisory
Board (EFAB). This report identifies what the EFAB believes are the
major barriers (whether legal, financial, practical, real or perceived)
that currently discourage or impede the private sector from
participating in, and investing financial resources in the clean-up and
redevelopment of, sites that are, or are potentially subject to, the
legal jurisdiction of the Superfund program. The report focuses on
four concerns that the EFAB found were most frequently identified
by the private sector (e.g., real estate developers, bankers) as
barriers to participation in redevelopment of "Brownfields: Crucial
Linked Issues - Delineating States' and EPA's Roles, and
Determining Feasible Clean-Up Standards; Protecting Against
Liability for Third-Party Claims; Utilizing Available Federal Financial
Incentives; and Obtaining Priority Clean-Ups [December 1997, 15

concentrations of organics in soil by bioremediation using windrow

use of composted to treat explosives-contaminated soil. The same
process is believed to be applicable to other organic contaminated

Design Guidance for Application of Permeable Barriers to
Remediate Dissolved Chlorinated Solvents. This guidance
manual was developed by the US Air Force Armstrong
Laboratory/Environics Directorate with support from the Interstate
Technology and Regulatory Cooperation (ITRC) workgroup. This
guidance addresses design, emplacement, and monitoring of
permeable barriers in various hydrogeologic settings [February

A Guideline for Dynamic Workplans and Field Analytics: The
Keys to Cost-Effective Site Characterization and Cleanup. This
report was developed by Tufts University in cooperation with U.S
EPA Region I. A number of governmental, academic, and private
sector organizations have articulated innovative strategies for
performing hazardous site characterization and remediation in a
more efficient and cost-effective manner. Certain basic elements are
common to all these strategies, and the cost-effectiveness and
practicality of this approach has been demonstrated in a number of
settings. View or download at http://clu-in.org/techpubs.htm.

Editorial
Every month we encounter between 20-30 undeliverable addresses.
In some instances, it may be due to the addressees' servers being
down that particular day. It may be that the addressees' have left
their positions or that the addresses have changed. It could be some
other undetectable problem in the ether. These are distinguishable
from the few people who elect to unsubscribe.
Every month, we wrestle with what to do with the undeliverable
addresses. In the past we deleted them. We have decided to leave
them on the list for 2 additional deliveries. If the address remains
undeliverable 3 months in a row, it will be deleted.

I bring this up because some subscribers have probably been
deleted unknowingly. If so, we apologize. You should receive a
message on or around the first of each month. If you ever come to
the realization that you are no longer receiving TechDirect, it may be
for one of the reasons mentioned above. Please help us keep
current should your e-mail address change. Let me know of any
inconsistencies you've encountered in the electronic delivery of
TechDirect. Thank you.
