Iowa

Iowa Association of Regional Councils

The 16 regional councils serving local governments in Iowa offer a variety of
technical assistance programs. They are voluntary associations that offer a forum
for local officials to discuss mutual problems and address issues on a regional
basis.

Types of programs offered by Iowa regional councils include: workforce
development; administration and operation of transit systems for the handicapped
and elderly; planning and technical assistance for regional housing authorities;
circuit riders; economic development; joint equipment acquisition; federal
procurement; and revolving loan programs.

Councils also assist member local governments in developing plans and programs
such as recreation plans or zoning/subdivision ordinances. In addition, councils
provide application and administrative assistance to members requesting federal
and state grants and loans.

The state association board is comprised of executive directors of each member
council.

Kansas

The Kansas Association of Regional Councils

Since 1968, multi-county regional planning commissions have been working to serve
the needs of Kansas citizens and local governments. Even prior to 1968, citizens
and local officials were discussing the need to coordinate the plans and services of
local, state and federal governments on a regional basis.

In 1971, an executive order laid the groundwork for the creation of additional multi-
county regional planning commissions in the state by officially establishing eight
planning and development regions. Since then, some of these regional
organizations have disbanded.

There are currently five known regional councils serving many of the local
governments in the state.

The Kansas Association of Regional Councils is currently inactive. However, there
are still planning commissions working throughout the state, and are listed in the
following. Contact information is located with each individual agency; there is no
single point of contact.

Missouri Association of Councils of Government

The Missouri Association of Councils of Government (MACOG) is a nonprofit
organization made up of the 19 regional planning commissions in Missouri and
representatives from public partner agencies. MACOG was created in 1976 by the
reorganization of the Missouri Association of Regional Planning Commissions
(MARPC), so as to involve the local policymakers in the statewide planning organization
activities. MACOG was created, and has operated since its creation, as an
instrumentality of the regional planning commissions to carry out certain tasks on
their behalf.

MACOG's purpose is to promote the interests and development of local
governments through:

•	The identification and evaluation of mutual area wide problems requiring statewide
solutions

•	Assisting in the development of intergovernmental activities

•	Assisting the commissions in strengthening their capabilities to serve their local
government members

•	Providing a forum for the regular exchange of information and ideas among the
commissions to enhance the concept of regional planning and development

•	The education of governmental entities (local, state and federal), public and private
organizations, and the general public about the services rendered by the commissions

•	The representation of the commissions before agencies of the legislative and
executive branches of both state and national government

Nebraska Regional Officials Association

Nebraska regional councils are voluntary associations of local governments established
under state law to promote intergovernmental cooperation and strengthen local units of
government and their economies. They serve as a forum where many complex Issues
are resolved through communication, compromise, negotiations and coordination.

Nebraska councils offer a variety of technical assistance, programs and studies, as
determined by the needs and desires of the individual regions, including: grant writing
and project administration assistance; community needs assessments; strategic plans
and capital improvement programs; urban revitalization; housing development and
rehabilitation programs; specialized transportation; ordinance codification; budget
assistance; cooperative purchasing; project review; traffic analysis; and small business
loan packaging.
