They are voluntary associations that offer a forum for local officials to discuss mutual problems and address issues on a regional basis. Types of programs offered by Iowa regional councils include: workforce development; administration and operation of transit systems for the handicapped and elderly; planning and technical assistance for regional housing authorities; circuit riders; economic development; joint equipment acquisition; federal procurement; and revolving loan programs. Even prior to 1968, citizens and local officials were discussing the need to coordinate the plans and services of local, state and federal governments on a regional basis. In 1971, an executive order laid the groundwork for the creation of additional multi- county regional planning commissions in the state by officially establishing eight planning and development regions. Since then, some of these regional organizations have disbanded. There are currently five known regional councils serving many of the local governments in the state. The Kansas Association of Regional Councils is currently inactive. However, there are still planning commissions working throughout the state, and are listed in the following. MACOG was created in 1976 by the reorganization of the Missouri Association of Regional Planning Commissions (MARPC), so as to involve the local policymakers in the statewide planning organization activities. MACOG was created, and has operated since its creation, as an instrumentality of the regional planning commissions to carry out certain tasks on their behalf.
