The Pesticide Technical Working Group of the North American Free Trade Agreement (NAFTA)
met in the city of Guanajuato Guanajuato, Mexico, from November 7 to 9, 2017. The meeting was
organized by the National Health Service, Food Safety and Quality (SENASICA) of the Ministry
of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA) and the Auxiliary
Body of that Secretariat in the state of Guanajuato (State Committee for Plant Health of
Guanajuato, CESAVEG), and Dr. Hugo Fragoso Sanchez, General Director of Agrifood,
Aquaculture and Fisheries Safety (DGIAAP) of SENASICA, Dr. Juan Carlos Gallaga Solorzano,
Commissioner of Health Authorization of COFEPRIS, Lie. Cesar Murillo Juarez, Director General
of Integral Management of Risky Materials and Activities of the Ministry of Environment and
Natural Resources (SEMARNAT); as well as Dr. Richard Aucoin Executive Director of the Pest
Control Regulatory Agency (PMRA) and collaborators, and Mr. Rick Keigwin Director of the
Office of Pesticide Programs of the United States Environmental Protection Agency (EPA). The
interested parties were assisted by producers, pesticide registration companies, academics and the
general public of the three countries.

El Grupo de Trabajo Tecnico de Plaguicidas del Tratado de Libre Comercio de America del Norte
(TLCAN) se reunio en la ciudad de Gunajuato Guanajuato, Mexico, del 7 al 9 de Noviembre de
2017. La reunion fue organizada por el Servicio Nacional de Sanidad, Inocuidad y Calidad
Agroalimentaria (SENASICA) de la Secretaria de Agricultura, Ganaderia, Desarrollo Rural, Pesca
y Alimentation (SAGARPA) y el Organismo Auxiliar de esa Secretaria en el estado de Guanajuato
(Comite Estatal de Sanidad Vegetal de Guanajuato, CESAVEG), y se conto con la participation
del Dr. Hugo Fragoso Sanchez Director General de Inocuidad Agroalimentaria, Acuicola y
Pesquera (DGIAAP) del SENASICA, Dr. Juan Carlos Gallaga Solorzano Comisionado de
Autorizacion Sanitaria de la COFEPRIS, Lie. Cesar Murillo Juarez Director General de Gestion
Integral de Materiales y Actividades Riesgosas de la Secretaria de Medio Ambiente y Recursos
Naturales (SEMARNAT); asi como el Dr. Richard Aucoin Director Ejecutivo de la Agencia
Reguladora del Control de Plagas (PMRA por sus siglas en ingles) y colaboradores, y el Dr. Rick
Keigwin Director de la Oficina de Programas de Plaguicidas de la Agencia de Protection
Ambiental (EPA) de los Estados Unidos. Por las partes interesadas se conto con asistencia de
productores, empresas registrantes de plaguicidas, academicos y publico en general de los tres
paises.

DAY 1, STAKEHOLDER-GOVERNMENT SESSION - (PLENARY)

DIA 1, SESION GOBIERNO - PARTES INTERESADAS (PLENARIA)

Hugo Fragoso gave a general welcome to the attendees and gave the floor to his counterparts to
provide brief messages. He continued by giving an update of the Strategic Plan and after answering
a question from Croplife about how to elaborate more on the subject of persistent chemicals, he
then passed the floor to Cesar Murillo Juarez from SEMARNAT who presented the
"Environmentally Sound Management of Residues with POPs Persistent Organic Pollutants"
Project. Subsequently, the National Autonomous University of Mexico intervened with the Update
of the Bee Project of Mexico and the Mexican company Hermes Honey with the presentation
"Pesticides and Beekeeping in Mexico".

Hugo Fragoso da la bienvenida general a los asistentes y cede la palabra a sus contrapartes para
brindar breves mensajes. A continuation, presenta la actualizacion del Plan Estrategico y despues
de responder una pregunta sobre quimicos persistentes por parte de Croplife, respecto a como
elaborar mas sobre el tema, se dio paso a la presentacion del Proyecto Manejo Ambientalmente
Adecuado de Residuos con Contaminantes Organicos Persistentes COP, ahora por Cesar Murillo
Juarez de la SEMARNAT. Posteriormente interviene la Universidad Nacional Autonoma de
Mexico con la Actualizacion del Proyecto de Abejas de Mexico y la empresa Mexicana Hermes
Honey con la presentacion Los plaguicidas y la Apicultura en Mexico.

Following the opening remarks by Gloria Melendez from PROCCYT (Mexico), John Abbott,
Syngenta, shared the IWG updates regarding Harmonization of NAFTA-Progress and
Opportunities. John Abbott, Ray McAllister, Croplife USA and Pierre Petelle, Croplife Canada,
were involved with the development of the presentation. Abbott acknowledged the efforts of the
authorities to meet some of the recommendations made during the 2016 meeting but commented
that there was still more to come. He stressed the necessity to promote participation of Mexico in
Joint Reviews, strengthen and formalize internal procedures in general; as well as with greater
harmonization of data requirements for the registration of pesticides in the NAFTA region.

En la Actualizacion de IWG posterior a las palabras de apertura por Gloria Melendez de
PROCCYT (Mexico), Ray McAllister de Croplife EUA y Pierre Petelle de Croplife Canada, John
Abbott (Armonizacion del TLCAN-Progreso y oportunidades) reconocio los esfuerzos de las
autoridades en atender algunas de las recomendaciones realizadas durante la reunion 2016 pero
aun faltan mas. Resalto que hay que fomentar la participation de Mexico en Revision Conjunta,
fortalecer y formalizar los procedimientos internos en general; asi como con mayor armonizacion
de los requisitos de datos para el registro de plaguicidas en la region del TLCAN.

On the intervention of the APEAM, there was an emphasis regarding the lack of technical training
to ranchers and that the sector agreed to increase the use of biological and natural pesticides. For
his part, Daniel Botts (Update of specialized crops on issues of harmonization), highlighted that
the global market needs a change, the regulatory language does not confer flexibility for

harmonization and reaching a global process or at least a North American process.lt was suggested
there is a need to focus on a trilateral effort, not just an individual effort.

Sobre la intervencion de la APEAM, ellos destacan que falta capacitacion tecnica a rancheros y en
el sector han acordado aumentar el uso de pesticidas biologicos y naturales. Por su parte Daniel
Botts (Actualization de cultivos especializados sobre cuestiones de armonizacion), resalta que el
mercado global necesita un cambio, el lenguaje regulatorio no confiere flexibilidad para la
armonizacion y llegar a un proceso global o al menos un proceso de Norteamerica; necesitamos
enfocarnos en el esfuerzo trilateral no individual.

Craig Hunter, Fruit and Vegetable Growers Association of Ontario presented Canadian
Horticulture Perspective on the TWG, highlighting that in the last five years new active ingredients
have been reduced to a trickle, re-evaluations and revisions under the FQPA (Food Quality
Protection Act) are not synchronized and can not achieve synergy; both the IR-4 and the PMC are
adjusted with budgets and personnel, but the production demands of the producers have not
diminished. He stated that producers who now face the loss of many or all uses of reliable active
ingredients are frustrated with the system. He suggested this will improve with its resources by
renewing partnerships between all agencies to conduct all of the work together in a more
economical way. It was also suggested that if there were better use of producer information, that
would reduce uncertainties about usage patterns, needs and would better determine data
requirements. When it came to budget, he suggested that they be increased.

Craig Hunter, Asociacion de cultivadores de frutas y hortalizas de Ontario presento Perspectiva de
la horticultura canadiense sobre el TWG, destacando que en los ultimos cinco anos los nuevos
ingredientes activos se han reducido a un goteo, las reevaluaciones y las revisiones bajo la FQPA
(Food Quality Protection Act) no estan sincronizadas y no pueden lograr la sinergia; tanto el IR-4
como el PMC estan ajustados con presupuestos y personal, pero las demandas de production de
los productores no han disminuido; los productores que ahora enfrentan la perdida de muchos o
todos los usos de ingredientes activos confiables, se sienten frustrados con el sistema. Sugiere
mejorar con sus recursos mediante la renovation de las alianzas entre todas las agendas para
realizar todos los trabajos juntos y de una manera mas economica; hacer un mejor uso de la
information de los productores para reducir las incertidumbres sobre los patrones de uso, las
necesidades y para determinar mejor los requisitos de datos; cuando se trata de presupuesto, sugirio
que deben ser incrementados.

Finally, Corey Loessin in his speech on Impact of Trade and Regulatory Cooperation in Producers,
highlighted minor crops are a great benefit for Canada, since the export of vegetables in Canada is
80%. Corey said it is necessary to harmonize the entry of US-Canada products and thatproducers
need independence to cultivate and be able to do it efficiently. He said harmonization is important,
as well as sharing data and not falling into the situation in Europe, where politics and science are
mixed.

Finalmente, Corey Loessin en su intervencion sobre Impacto del Comercio y la Cooperation
Regulatoria en los Productores, resalta que los cultivos menores son un gran beneficio para

Canada, siendo la exportation de legumbres, el 80%. Es necesario armonizar la entrada de
productos EUA-Canada. Los productores necesitan independencia para cultivar y poder hacerlo
eficientemente; la armonizacion es importante, asi como compartir datos y no caer en la situation
de Europa, donde se mezcla politica y ciencia.

During the floor comment and question sessions, attendees appreciated the opportunity to to share
how to address the issue of marketing and highlighted a crucial moment of interaction of a block
with very positive results, such as ensuring the supply and health of the products to citizens. When
questioning about advances in Joint Revision and the request there be a commitment from the three
Mexican authorities and that a training be formalized for the people who will be in charge of this
process, Dr. Fragoso highlighted the presence of Dr. Gallaga in the session of previous work where
he ratified the commitment of COFEPRIS to continue with this process. Regarding persistent
chemicals, it is a function of industry and the government, to determine how to handle those
contaminants, in a joint effort with the UN to be an examination of what the industry should do
about non-authorized substances or those that are not used correctly. It is clarified that the results
presented by the company Hermes Honey are based on their experience as beekeepers in their own
crops; there is an abundance of information from academic institutions that is not being shared.

En las sesiones de comentarios abiertos, los asistentes agradecen la oportunidad de tener este
espacio para compartir como abordar el tema de comercializacion y se destaca un momento crucial
de interaction de un bloque con resultados muy buenos, como proveer al ciudadano asegurando el
abasto e inocuidad de los productos. Al cuestionamiento sobre avances en Revision Conjunta y la
petition de que exista un compromiso de las tres autoridades mexicanas y que se formalice un
entrenamiento para la gente que se encargara de este proceso, el Dr. Fragoso destaco la presencia
del Dr. Gallaga en la sesion de trabajo previa donde ratified el compromiso de la COFEPRIS de
continuar con ese proceso. En cuanto a quimicos persistentes es funcion de la industria y del
gobierno, como manejar esos contaminantes, tratandose de un esfuerzo conjunto con la ONU para
ser una prueba de lo que debe llevar a cabo la industria sobre sustancias no autorizadas o para
aquellas que no se utilizan correctamente. Se aclara que los resultados presentados por la empresa
Hermes Honey son con base en su experiencia como apicultores en sus propios cultivos; existe
mucha information de instituciones academicas pero no es compartida.

During the final segment of the workshop, Hugo Fragoso stated that Stakeholders have been heard
and Mexico is committed to continue working to have qualified technical personnel and to
exchange more information with counterparts for a better participation; likewise, training will be
considered with better approaches for the application, pollinator protection, that would encourage
joining efforts with industry in aspects such as outreach andminor uses. COFEPRIS will lead a
Joint Review, we need to focus on producers and not on beekeepers, with training and good use of
agrochemicals, have information and use it more intelligently in the three countries and provide it
to producers. Also, on the issue of MRLs, where Mexico observes an area of opportunity, take
experiences from the EPA and the PMRA to develop Mexican capacities, and that we are being
led to harmonize and contemplate in CODEX for commitments in more robust positions as a block.
Richard Aucoin expresses approval with the clarity of the presentations, that the joint way is the
best way to work, that the comments have been noted, and together we will determine how to move

forward during the closing session. Rick Keigwin for his part also thanks and agreed with the
opening to facilitate the process, there are many lessons learned, some already discussed before,
others that have to be fine-tuned for how to move forward and he is very interested in having more
feedback. Finally, Cesar Murillo reiterates the importance of continuous feedback and dialogue.

En la parte final, Hugo Fragoso menciona que se ha escuchado a las Partes Interesadas y Mexico
se compromete a seguir trabajando, a que se cuente con personal tecnico preparado y a
intercambiar mas informacion con contrapartes para una mejor participacion; asimismo, que se
considerara la capacitacion con mejores enfoques para la aplicacion, protection a polinizadores,
que favorezca sumar fuerza con la industria en aspectos como difusion, usos menores. La
COFEPRIS dirigira Revision Conjunta, necesitamos enfocarnos en los productores y no en los
apicultores, con capacitacion y buen uso de los agroquimicos, contar con informacion y utilizarla
de manera mas inteligente en los tres paises y proporcionarla a los productores. Tambien, en el
tema de LMR, donde Mexico observa un area de oportunidad, tomar experiencias de la EPA y la
PMRA para desarrollar capacidades mexicanas, y que estamos siendo orillados a armonizar y
pensar en CODEX para compromisos en posiciones mas robustas como bloque. Richard Aucoin
manifiesta beneplacito con la claridad de las presentaciones, que la manera conjunta es la mejor
manera de trabajar, que los comentarios seran capturados y durante la sesion de cierre el equipo
resumira como seguir adelante. Rick Keigwin por su parte tambien agradece y esta de acuerdo con
la apertura para facilitar el proceso, hay muchos aprendizajes, algunos ya discutidos antes, otros
que hay que afinar para como avanzar y esta muy interesado en tener mas retroalimentacion.
Finalmente Cesar Murillo reitera la importancia de contar con su retroalimentacion y dialogo
continuo entre los tres paises.

DAY 2. Trade and Maximum Residue Limits (MRLs) in the Americas Workshop
DIA 2. TALLER DE COMERCIO Y LMR EN LAS AMERICAS

During this session, Hugo Fragoso once again welcomed and introduced the presenters. A
representative of the Undersecretariat of Agriculture-SAGARPA Mexico, presented the topic
"Perspectives of Sustainable Agriculture in Mexico" and a representative of the Promotion and
Liaison Unit of SENASICA Mexico, gave a presentation on "The Promotion of the Culture of
Food Safety and Health of SENASICA".

Durante esta sesion Hugo Fragoso da nuevamente la bienvenida y solicita la intervention de los
ponentes para los temas "Perspectivas de la Agricultura Sustentable en Mexico" a cargo de un
representante de la Subsecretaria de Agricultura-SAGARPA, Mexico y "La promocion de la
cultura de inocuidad y sanidad agroalimentaria del SENASICA" por un representante de la Unidad
de Promocion y Vinculacion del SENASICA.

Representatives of the organic products industry recalled the support provided years ago by
SENASICA for minor crops and again requested their support in order to provide more tools for
farmers, as well as resolving registration issues that are still a problem for industry. Means to have
better regulations will be reviewed based on new information submitted by industry. Regarding
outreach efforts, many issues are taken into account such as: the goal of the effort, prior analysis,

if citizen participation is required to develop the material. The main focus is on child population
and efforts are made to use the best communication methods to reach a wider audience. It was
clarified that pilot projects for the use of fertilizers supported through federal programs, a follow-
up is carried out, and if the product is to be commercialized, the registration of COFEPRIS is
required.

Representantes de la industria de productos biologicos recordaron los apoyos brindados anos atras
por el SENASICA para cultivos menores y solicita que se pueda volver a apoyar para contar con
mas herramientas para los agricultores, asi como resolver la parte de registros que aun es un
problema para la industria. Se respondio que se revisara como tener mejores regulaciones basadas
en nueva information que presente la industria. En cuanto a los esfuerzos de difusion, se comento
que se toma en consideration que meta se pretende lograr, si se requiere particpacion de los
ciudadanos para desarrollar el material, previo analisis, y el principal enfoque es hacia la poblacion
infantile y se procura emplear los mejores metodos de comunicacion para llegar a una audiencia
mas amplia. Se aclaro que en el uso de fertilizantes que es apoyado a traves de programas federates,
se trata de proyectos piloto y se realiza un seguimiento, y si se pretende comercializar el producto,
se le requiere el registro de la COFEPRIS.

Mr. Cesar Murillo from SEMARNAT formally started the Workshop and gave a message about
the Group's cooperation objectives and again gave thanks for the opportunity to share various
points of view with the stakeholders. Rick Keigwin, EPA highlighted the promotion of open trade
and Richard Aucoin, PMRA, mentioned that national and international cooperation are very
important to solve trade problems and along with the international alignment of the MRLs.

A continuation para dar inicio formal al Taller, el Lie. Cesar Murillo de la SEMARNAT da un
mensaje en torno a los objetivos de cooperacion del Grupo y agradece nuevamente la oportunidad
de compartir con las partes interesadas diversos puntos de vista. Rick Keigwin por la EPA resalta
la promotion del comercio abierto y Richard Aucoin de la PMRA, menciono que la cooperacion
nacional e internacional son muy importantes para resolver problemas de comercio y la alineacion
internacional de los LMR.

Croplife LATAM intervened with "LMR and Minor Uses-Keys for Access to New Markets for
Mexican Agriculture" and BASF of the United States with "Landscape of International Estimate
of Short Term Intake (IESTI), Codex and EU Import Tolerances with Impact on NAFTA Exports".
Javier Fernandez from Croplife LATAM highlighted the importance of minor crops, and
agricultural challenges that include climate change, pests and scarce resources, and technology
restrictions. He pointed out the importance of having these types of forums for national dialogues
to discuss priorities, define projects, etc. He added that it is important to have clear and transparent
procedures and standards. In specific for waste, there must be an international acceptance and the

use of guidelines, as well as to improve the grouping of crops. He also mentioned that incentives
for registrants are key to the registration of pesticides for minor crops.

Se conto con la intervention de Croplife LATAM con "LMR y Usos Menores-Claves para el
acceso a nuevos Mercados para la Agricultura Mexicana" y BASF de Estados Unidos con
"Panorama de la IESTI, Codex, y Tolerancias de Importation de la Union Europea con Impacto
en las Exportaciones del TLC AN". Javier Fernandez de Croplife LATAM resalto la importancia
de los cultivos menores, y los desafios agricolas que incluyen el cambio climatico, las plagas y los
escasos recursos, restricciones de tecnologia. Senala la importancia de tener este tipo de foros para
dialogos nacionales para discutir prioridades, definir proyectos, etc. Es importante contar con
procedimientos y estandares claros y transparentes. En especifico para residuos, debe haber una
aceptacion internacional y el uso de directrices, asi como mejorar la agrupacion de cultivos.
Menciona que los incentivos para los registrantes son clave para el registro de plaguicidas para
cultivos menores.

The presentation of Landscape of the IESTI, Codex, was divided into five parts: MRL and IESTI,
proposed changes, impact and problems, basic dietary risk assessment and comparison of two case
studies and CODEX.

La presentation de Panorama de la IESTI, Codex, se dividio en cinco partes: LMR y la IESTI,
Cambios propuestos, impacto y problemas, basicos de evaluation de Riesgo dietario y
comparacion de dos estudios de caso y el CODEX.

It was questioned whether there is a worldwide trend to discourage the use of secondary standards
when, instead of relying on the MRL, it is intended to reduce it in favor of excessive consumer
protection, to which it was replied that currently there are no grower-government forums for
discussing this issue and government cannot take action before the growers because this is not a
government problem but a private industry gap and has no basis in science. Regarding the IESTI
formula, the proposed changes to the equation will lead to higher dietrary intakes and seems to be
moving away from science. Current equation has much conservatism built in and the proposed
equation would have even more conservatism. Stakeholders were encouraged to participate in the
Electronic Working Group related to the topic.

Se cuestiono si existe tendencia mundial a desanimar el uso de estandares secundarios cuando en
lugar de confiar en el LMR se pretende disminuirlo en favor de una protection excesiva al
consumidor, a lo cual se respondio que actuamente no existen foros productor-gobierno
unicamente Gobierno-Gobierno para discutir este tema porque no es del gobierno sino una brecha
de la industria privada y no tiene base en ciencia. En cuanto a la formula IESTI, los cambios
propuestos van a llevar a ingestas dietarias mas altas y parece estarse alejando de la ciencia, por lo
que se invita a participar en el Grupo de Trabajo Electronico relacionado con el tema.

Panel Partes Interesadas-Asociaciones de Agricultores: Asuntos de Comercio e Iniciativas
Nacionales/Internacionales

Representatives of Growers of Avocado, Strawberries and Vegetables from Mexico, as well as
small-scale farmers, almonds and legumes from the United States and Canada participated. It was
stressed that cooperation between growers would help solve their problems, although that solution
is not the right one for the industry. The Government cannot by itself, provide technology for the
products; it takes a joint effort of the three countries.

Se conto con intervenciones de representantes de productores de aguacate, de frutillas y de
hortalizas de Mexico, asi como de agricultores de Cultivos Menores, almendras y legumbres de
Estados Unidos y Canada. Se resalto que la cooperacion entre productores ayudaria a resolver sus
problemas, si bien esa solution no es la correcta para la industria. El Gobierno no puede por si
solo, proporcionar tecnologia para los productos, se necesita un esfuerzo conjunto de los tres
paises.

Government Panel - International Trade Challenges and the Way Forward (in/out of
NAFTA)

Panel de Gobierno - Retos de Comercio Internacional y el Camino a Seguir (dentro/fuera
del TLCAN)

The Official Mexican Standard of MRLs was presented, the experience of the IR-4 Program in
Meeting the Needs of Farmers and the Promotion of International Cooperation in Support of
International Harmonization by the United States, US Perspectives on MRLs of CODEX, The
Foreign Agricultural Service role in dealing with Trade Issues Related to MRLs, Trends in
Pesticide Regulations and Implications for Trade, and Results of the Third Global Summit on
Minor Crop Uses.

Se presento la Norma Oficial Mexicana de LMR, La Experiencia del Programa IR-4 en satisfacer
las Necesidades de los Agricultores y el Fomento de la Cooperacion Internacional en el Apoyo a
la Armonizacion Internacional por los EUA, Perspectivas de EUA sobre LMR del CODEX , El
Papel del Servicio Agricola Extranjero en la atencion de Asuntos de Comercio Relacionados con
LMR, Tendencias en Regulaciones de Plaguicidas e Implicaciones para el Comercio, y Resultados
de la Tercera Cumbre Global de Usos Menores.

At the end of the presentations and the formulation of questions, Hugo Fragoso asked his
counterparts in the United States and Canada for final thoughts. Everyone agreed that the meeting
provided an opportunity to share what has been done well and has worked in the past, and to
discuss aspects where collaboration is still lacking that could be improved in the future. The
representatives of EPA and PMRA reiterated their thanks for the organization and content of the
meeting and committed together with the Mexican Government, to continue working trilaterally
on issues of common interest.

A1 termino de las presentaciones y de la formulation de preguntas, Hugo Fragoso solicito a sus
contrapartes de Estados Unidos y Canada unas reflexiones finales. Todos coinciden en que ha sido
importante el espacio para compartir lo que se ha hecho bien y ha funcionado, y las areas donde
aun falta colaboracion. Los representantes de EPA y PMRA reiteraron su agradecimieno por la
organization y contenido de la reunion y se comprometieron junto con el Gobierno Mexicano, a
seguir colaborando de manera trilateral en temas de interes comun.
