PRASA Caguas Regional Waste Water Treatment Plant

Caguas, Puerto Rico

SUMMARY

The Puerto Rico Aqueduct and Sewer Authority (PRASA) has
applied for renewal of its National Pollutant Discharge Elimination System
(NPDES) permit for the Caguas Regional Waste Water Treatment Plant
(RWWTP) in Caguas.

The Caguas Regional Waste Water Treatment Plant (RWWTP) treats
sanitary wastewater from the Municipalities of Caguas, Gurabo, and
Juncos. Wastewater from the treatment plant is discharged to the Bairoa
River.

The NPDES permit ensures that the amount of discharge and the amount
of contaminants in the discharge remains below levels that are safe for
the environment and public health consumption.

This diagram summarizes the RWWTP
process. This is based on a scenario where
there is maximum water flowing in the
treatment plant. The actual amounts of
water may be less.

DRAFT PERMIT CONDITIONS

The permit establishes numeric water quality effluent limitations for several pollutants, including pH, dissolved oxygen,
temperature, taste and odor, color, turbidity sulfates, flow, suspended solids, and metals.

The permit limits the RWWTP's numeric flow effluent pursuant to Puerto Rico Environmental Quality Board (PREQ.B) and
other conditions.

Under NPDES the permit specifies requirements for recording and reporting monitoring results of the numeric effluent
limitations described above.

How to Submit Public Comm.en.ts

Any interested parties can submit written
comments on the draft permit during the public
comment period, which is between Thursday
August 4th, 2016 and Tuesday September 6th,
2016.

During this time, a public hearing can also be
requested on these documents.

The request must:

1.Be	in writing

2.	State the issues that you want to be
raised in the hearing

3.	Be submitted to the Director of the
Caribbean Environmental Protection
Division Office
