IMPERIAL REFINING SUPERFUND SITE Ardmore, Oklahoma EPA Region 6 EPA ID# OK0002024099 Congressional District: 03 Fact Sheet Updated: August 1, 2002 SITE DESCRIPTION Location: The site is located on Highway 142, Ardmore, Carter County, Oklahoma. Setting: Imperial Refining is an inactive and abandoned crude oil refining facility that operated from 1917 until 1924 and declared bankruptcy in 1934. Population: There are an estimated 130 residents who live within 200 feet of the facility and an estimated 23,427 individuals who live within four miles of the facility. There is no school or daycare center located within 200 feet of the facility. PRESENT STATUS AND ISSUES The ODEQ is the lead agency for remedial activity. The State is drafting the Work plan and cooperative agreement application. WASTES AND VOLUMES When the facility ceased operations in 1924, the tanks, piping, and structures were dismantled. During this activity, waste products associated with these materials were dumped onto the ground. The waste includes contaminated soils from tank bottoms, coke piles, reservoir sediments, and building rubble. The waste piles are found in 12 areas on site and are characterized as dry, asphalt-like tar mats associated with oil-contaminated soil on top of an oil-stained clay. The estimated volume for all 12 areas is between 15,000 and 17,000 cubic yards. Analytical results found BTEX (benzene, toluene, ethlybenzene, and xylene), PAHs (polyaromatice hydrocarbons), O&G (oil and grease), and metals. The original facility included the refinery structures, storage tanks, and piping. Imperial Refining Company purchased western portion of property. Refinery operations were abandoned and property dismantled. Imperial Refinery declared bankruptcy. Oklahoma Department of Environmental Quality (ODEQ) Preliminary Site Investigation Report-file review, comprehensive target survey, and site reconnaissance. ODEQ Site Inspection Narrative Report-sampling waste sources, surface water and soil. ODEQ referred the site to EPA. Removal Assessment Report- multi-media sampling, deed and title search, waste volume calculations, and disposal cost estimates. Hazard Ranking System Documentation completed. Imperial proposed to the National Priorities List. Imperial added to the National Priorities List (NPL). Potential Responsible Party (PRP) Search initiated. EPA mails Information Request letters (13 total). EPA mails General Notice letters to two PRPs. ATSDR issues the Final Health Assessment ODEQ and EPA conducted community interviews. Notice and Demand for Payment Letter sent to one PRP. HUMAN HEALTH AND ECOLOGICAL RISK ASSESSMENT The potential exists for elevated health/ecological risk levels associated with BTEX (benzene, toluene, ethlybenzene, and xylene), PAHs (polynuclear aromatice hydrocarbons), O&G (oil and grease), and metals involved in refinery activities. At present, the media of concern include surface water, sediments, surrounding wetland areas, and soil. Ground water and air have yet to be evaluated. RECORD OF DECISION The Record of Decision (ROD) will be issued after the Proposed Plan is released and public comment is received.
