relating to system upgrade costs.

Large scale renewable energy project on tribal fee and trust land incorporating the cooperation of five
separate Native American tribes collectively.

What is the long- and short-term operations program of the project? Does the renewable
energy technology manufacturer have a technical support team locally available?:

Long term PPA allows for the creation of Operation and Maintenance employment opportunities.

Short term construction will infuse the area with millions of dollars in direct and indirect benefits.
Manufacturer has projects within region and is promptly available for technical support of
equipment.

For wind projects, has a meteorological tower been installed, and when was the tower
installed/how much data has been collected?:

Yes, over seven years of data has been gathered via three MET tower and one SODAR.

Who has analyzed the data and what is that person's experience with respect to projects that
have actually been financed?:

Wind data analyzed by top tier analysis firm. Firm is the finance industry standard in wind resource
analysis.

Can the turbine manufacturer be financed through "traditional" tax equity and debt in the U.S.?:

Yes, both forms of finance are applicable.

Provide a short summary of how the project views project finance and
structure/ ownership:

Ownership structure should be simple yet effective and responsible. In instances where the
owner might not be able to fulfill certain obligations, a qualified third party needs to be employed
for the security of the project. For this particular project, tax equity is being utilized as we felt it
best way to generate returns for the project itself.

What are your ideal types of prospective institutions/partners?:

We look for partners that are willing to deal with tribal issues and are able to quickly work
through progressively changing project dynamics. Other developers are usually the most apt
partners.
