Land Revitalization Success Stories | tPA #560F21028 July 2021 Planning for Sustainable Brownfield Redevelopment ATLANTIC CITY, NEW JERSEY - DUCKTOWN NEIGHBORHOOD CONCEPTUAL PARK & REVITALIZATION PLAN SITE STATISTICS • Community: Ducktown neighborhood of Atlantic City, NJ • EPA Regional Lead: Sadira Robles, robles.sadira@epa.gov • Site and Use: South Jersey Gas brownfield site can be revitalized to create a multi-use recreational space • Technical Assistance: Conceptual Site Design PROJECT BACKGROUND Atlantic City is starting to rebound from a significant economic decline and planning for needs to create more resileni community assests, Ducktown is a cuturally diverse neighborhood of Atlantic City in need of a recreation and gathering space to serve residents, visitors, and new local businesses. The South Jersey Gas brownfield site presents an opportunity to bring new amenities to the area while encouraging eco-tourism and waterfront activities. Two planned projects adjacent to the park site are: a mixed-use building project on the bayfront and an expansion of the waste water treatment pump station to the north of the site, PROJECT CHALLENGES There are no public parks in the Ducktown neighborhood. Outside of the neighborhood boundaries, there are a range of recreational facilities including a basketball court, playground, and small fields, but nothing that directly serves the the community and residents. Park development at the former South Jersey Gas brownfield site also needs to account for potential storm surges, flooding and public access to the waterfront. HOW EPA HELPED EPA's Land Revitalization Technical Assistance team supported Atlantic City by: • Collecting relevant data to create analysis diagrams and base maps of the brownfields in order to ensure proper planning for existing uses, utilities, and potential flood concerns, • Coordinating a virtual visioning workshop with local city officials and key stakeholders to develop project redevelopment goals and objectives. • Engaging the Ducktown stakeholder representatives to develop a park plan that would meet the recreational needs of the community, allow for future growth and visions, and minimize maintanance and operational costs. • Delivering a final conceptual site design brochure that can be used to engage additional Ducktown neighborhood residents and city leaders, COMMUNITY'S NEXT STEPS • Host additional discussions with local stakeholders and investors to build momentum for the design concept and opportunity, • Secure the property from the current property owner and work with the state environmental regulatory authorities to ensure that there are no environmental areas of concern, • Seek public funding to help further the design concepts and implementation of the plan. • Communicate with project leaders for the planned projects adjacent to the site to help maximize connections and project support.
