Property Location

The Big John's Salvage - Hoult Road Superfund Site
is located in the northeast portion of the city of
Fairmont, West Virginia, on the eastern bank of the
Monongahela River along the western edge of WV
Route 150 (Hoult Road) (see Site map). The former
industrial property covers 38 acres, approximately 20
of which were used for coal tar refining, salvage
operations, and waste disposal (Uplands Areas). The
remaining 18 acres include a low lying drainage area
that discharges to the Monongahela River at the
western portion of the property and wooded hillsides
in the northern and eastern portions of the property.
Land surrounding the BJS Site is a mixture of
industrial, commercial and residential properties.

Recent Activities

In September 2013, Vertellus Specialties Inc. initiated Pre-Design
Investigation (PDI) activities to support the design of proposed
Removal Actions described in the Consent Decree. The PDI included
evaluation of sediment, soil, and groundwater in the Uplands portion
of the BJS Site as well as the sediment and water quality within the
Monongahela River. PDI activities were completed in June 2014;
follow up investigations are scheduled for Spring 2015. The
preliminary designs are being drafted and submitted for USEPA and
WVDEP approval, outlining the framework of the proposed remedies.
Specifically, the designs will:

•	Protect current workers, future workers, and ecological receptors from
exposure to contaminated media;

•	Minimize rain and snow melt seeping into soil to prevent Contaminants
being carried into the groundwater;

•	Prevent tar-derived material in soils from rising to the surface;

•	Prevent erosion to reduce migration of soil contaminants;

•	Restore stream sediment quality to acceptable human and ecological risk
levels to improve ecological function in the waterways (Monongahela
River, Unnamed Tributary #1 and #2 Areas);

•	Prevent movement of the contaminated groundwater from beneath the
waste containment area and restore surrounding groundwater quality;

•	Prevent discharge of contaminated groundwater tq surface water.

Removal Actions and Timeline

In accordance with the Consent Decree, the removal actions for the BJS Site will include the following and are expected
to occur as noted below:

•	Dredging and removal of sediment from the Monongahela River.

o Submit final river removal design - late 2015
o River removal design public meeting; dredging preparations; and

pre-removal staging area construction - early 2016
o River dredging implementation - mid 2016
o River dredging completion - late 2016

•	The construction of a multi-layered Subtitle D landfill cap at die Uplands Area to contain contaminated soil and
sediments.

o Uplands removal action design - late 2015

o Uplands pre-removal site preparations and construction - early 2016
o Phase I of the Uplands removal design implementation - mid 2016
o Phase II of the Uplands removal design implementation - mid 2017
o Uplands completion - early 2018

Regulatory Background

The EPA initiated a Remedial Investigation (RI) in 2005. The RI included both human health and ecological risk assessments.
The Final RI was completed in April 2009. EPA determined tiiat a non-time critical removal action was an appropriate
course of action for the BJS Site which prompted the completion of an Engineering and Evaluation/Cost Analysis
(EE/ CA) as required by the National
Contingency Plan. The response actions to be
taken at the BJS Site are described in the EPA's
final Action Memorandum, dated September
30, 2010. The State of West Virginia concurred
with the actions selected.

On October 10, 2012, die Settling Defendants
(Vertellus Specialties Inc. (VSI), Exxon Mobil
Corporation (Exxon), and the CBS Corporation)
entered into a Consent Decree with the EPA
and WVDEP to design and implement the
selected response action to address
contamination at the BJS Site with VSI serving
as the Performing Defendant
