Project Location: Big Run Landfill on Hwy 60 in Ashland, KY
Is the project permitted?: Not yet
If not, what is the permit status?: Study has been done with AEP Kentucky to go into Coalton
Substation #2 approximately % of mile from Big Run Landfill, alternatively, the gas is proposed to
be cleaned to pipeline quality and injected into a interstate pipeline, that can be transported to
regional natural gas buyers
What is the status of the project's site?: Gas system was built by developer in December of 2009 and
will be expanded in December/January 2012.
Have land leases been filed with the county?: Land leases are in place for next 25 years with
extensions.
What is the status of interconnection, and have system impact and facility studies been completed?
(Distribution or transmission level projects are both eligible): Plan to be a part of PJM System study
in December 2011.
Does the transmission owner (TO) or independent system operator (ISO) have a process to study the
project's impact on the local or regional grid and the subsequent cost to interconnect?: Yes
What is the status of the Environmental Impact Statement?: Positive, supported by Kentucky DEQ.
Is any element of the project - technology or other - experimental or pilot-phase?: No.
What is the long- and short-term operations program of the project? Does the renewable energy
technology manufacturer have a technical support team locally available?: The site is "Voluntary

and is registered under CAR" and should remain Voluntary for another 4-5 years. We have a
great Caterpillar Dealer with a support location 3 miles away.
For wind projects, has a meteorological tower been installed? If yes, when was the tower installed
and how much data has been collected?: n/a
Who has analyzed the data and what is that person's experience with respect to projects that have
actually been financed?: The Data has been evaluated by Shaw Infrastructure and by Cornerstone
Engineering along with GC Environmental out of Anaheim, CA and represent 100s of LFG
projects that have been financed.
Can the turbine manufacturer be financed through "traditional" tax equity and debt in the U.S.?: n/a
Provide a short summary of how you view project finance and structure/ownership: We attempt to
not leverage projects over 70% and have a good track record of paying off/down early.
What are your ideal types of prospective institutions/partners?: Universities and industries within
PJM-West region, utility subs, insurance companies.
What is the intended off-take for the renewable power with respect to bundled or unbundled
products and is there a preference? Bundled offering preferred, willing to evaluate unbundled
purchase on case-by-case basis.
Bio-Gas can be burned as part of physical natural gas supply contracts.
