Is the project permitted?: OH

If not, what is the permit status?: In suspension, with a new application scheduled
to be submitted by March 31, 2013 and expected receipt of permit by end
of the year 2013

What is the status of the project's site?: In Development

Have land leases been filed with the county?: Yes for about 50% of the capacity

What is the status of interconnection, and have system impact and facility studies been completed?
(Distribution or transmission level projects are both eligible): Waiting on modified
transmission plan to complete the system impact study. An integrated
approach has been used to bypass existing restrictions and plan an
interconnection for the project that provides enough capacity for the
project, enhanced reliability for a large industrial customer near the site,
and provide the electrical infrastructure expansion capability for potential
additions of new industrial energy users nearby, in coordination with the
Village's economic development plans.

Does the transmission owner (TO) or independent system operator (ISO) have a process to study the
project's impact on the local or regional grid and the subsequent cost to interconnect?: yes - in
process

What is the status of the Environmental Impact Statement?: No BIS is needed for this
site. The state permitting process is quite thorough (see
http://www.opsb.ohio.gov/opsb/index.cfm/About//) and is in-process as
mentioned above.

Is any element of the project - technology or other - experimental or pilot-phase?: The
integrated transmission interconnection approach is certainly unique, but
it does not use any experimental technology.

What is the long- and short-term operations program of the project? Does the renewable energy
technology manufacturer have a technical support team locally available?: The project could
be operational by the end of 2014. The Developer is currently operating a
304 MW project about 45 minutes away (the Blue Creek Wind Farm).

For wind projects, has a meteorological tower been installed? If yes, when was the tower installed
and how much data has been collected?: The first met tower was installed in April 2009. There are
currently six (6) 60m met on site. Additional there is one SODAR unit. A LIDAR unit was also utilized to
collect data for a 9 month period.

Who has analyzed the data and what is that person's experience with respect to projects that have
actually been financed?: Site data analyzed by the Iberdrola staff meteorologists
who have been successful in certifying 5,000 MW of wind power in the
USA.

Can the turbine manufacturer be financed through "traditional" tax equity and debt in the U.S.?:
Yes.

Provide a short summary of how you view project finance and structure/ownership: Iberdrola
Renewables would likely self finance this project. Minority shares of
equity in projects can be made available as well as tax equity participation
in other projects.

What are your ideal types of prospective institutions/partners?: Sophisticated
organizations who have the desire to hedge their long term energy and
carbon risk; who can contract for at least 20,000MWH/yr for at least 5 to
20 years.

What is the intended off-take for the renewable power with respect to bundled or unbundled
products and is there a preference? We have a preference for bundled off-take
but we are flexible.
