GREEN POWER xvEPA PARTNERS HIP" Aligning Green Power Partners with New Renewable Energy Projects Pilot Project Summary Project Name: Cambridge Solar Project Developer Name: OneEnergy Renewables Contact: Scott Bixby scott (SoneenerEvrene wables.com Renewable Energy Type: Solar PV Total Planned Megawatt Size: 4.2 MW DC Phase I: Phase II: Project Location: Dorchester County, MD Is the project permitted?: Please see below. If no, what is the permit status?; The project expects to complete all steps required to obtain necessary permits and approvals by the end of 2013, which include a Certificate of Public Convenience and Necessity (CPCN) from the Maryland Public Service Commission, a storm water permit for construction under the General National Pollutant Discharge Elimination System (NPDES) from the Maryland Department of the Environment (MDE) as well as local building and grading permits from Dorchester County. The site possesses no unique habitats and no federally proposed or listed threatened or endangered species are known to exist at the proposed site. Further, no known historic buildings or structures exist on the site and preliminary archaeological research completed in May 2013 has revealed no significant findings. A preliminary geotechnical review in February 2013 confirmed the suitability of the site for the construction of a solar facility. Finally, the proposed project location does not have any substantial overlap with sensitive wetlands areas, nor does it pose any need for forest removal as the project will be built on cleared agricultural fields. What is the status of the project's site?: OneEnergy Renewables and the landowners signed a 30 year lease agreement in 2011 with a 5 year development option on the site. The project is expected to occupy up to 20 acres in the northwestern corner of the property. The site has been graded and is construction ready. The property is agricultural and has been owned by the same family for decades. The farmer's children are moving to the city and this project will generate supplemental income so they can keep the property in the family, Have land leases been filed with the county?: ------- Not yet. The project may file the land lease with the county when the development option is exercised. What is the status of interconnection, and have system impact and facility studies been completed? (Distribution or transmission level projects are both eligible): The project is located in Choptank Electric Cooperative's service territory and will connect to the local grid through a 7.2/12.47 kV distribution circuit located adjacent to the property. All interconnection studies have been completed with PJM and Choptank. The project is anticipated to have a signed Interconnection Agreement by August 2013. Does the transmission owner (TO) or independent system operator (ISO) have a process to study the project's impact on the local or regional grid and the subsequent cost to interconnect?: Yes. Environmental Impact Statement status: An Environmnetal Impact Statement is not required for this project. Is any element of the project - technology or other - experimental or pilot- phase?: No. What is the long- and short-term operations program of the project? Does the renewable energy technology manufacturer have a technical support team locally available?: PV projects do not present significant operational challenges. It is anticipated that the system integrator/installer will operate the project long term and will contract with local electricians and other specialists to conduct a preventative maintenance program, any required repairs or replacements, cleaning and site maintenance. For wind projects, has a meteorological tower been installed, and when was the tower installed/how much data has been collected?: Not applicable. Who has analyzed the data and what is that person's experience with respect to projects that have actually been financed?: Not applicable. Can the turbine manufacturer be financed through "traditional" tax equity and debt in the U.S.?: Not applicable. Provide a short summary of how the project views project finance and structure/ownership: OneEnergy Renewables will secure traditional tax equity and long term debt financing for the project on the basis of long term PPA and REC off take agreements. What are your ideal types of prospective institutions/partners?: Universities or large commercial/industrial power users. ------- |
