SEPA GREEN POWER PARTNERSHIP" Aligning Green Power Partners with New Renewable Energy Projects Pilot Project Summary Project Name: Paisley Geothermal Project Developer Name: Surprise Valley Electrification Corp. (SVEC) Contact: Dick Wanderscheid Vice President- Renewable Energy Group Bonneville Environmental Foundation 503 553 3934 dwanderscheid(a)b-e-f.org Renewable Energy Type: Geothermal Total Planned Megawatt Size : 3.1 MW Phase I: 3.1 MW Phase II: N/A Project Location: Paisley, Oregon Is the project permitted?: Yes If no, what is the permit status?: What is the status of the project's site? Under construction scheduled to come on line in fall 2013. Have land leases been filed with the county? Yes What is the status of interconnection, and have system impact and facility studies been completed? (Distribution or transmission level projects are both eligible): Process has been initiated with Pacific ------- Power and no study is required as SVEC's is already interconnected with Pacific Power in Lakeview, Oregon. Does the transmission owner (TO) or independent system operator (ISO) have a process to study the project's impact on the local or regional grid and the subsequent cost to interconnect? Pacific Power has a process but because Surprise Valley is already interconnected with Pacific and because of the small size of the project no study is needed. Environmental Impact Statement status: Not required Is any element of the project - technology or other - experimental or pilot-phase? No What is the long- and short-term operations program of the project? Does the renewable energy technology manufacturer have a technical support team locally available? Surprise Valley is a Cooperative Electric Utility. They will perform O and M on the project but have technology expertise under contract for O and M that they cannot perform. For wind projects, has a meteorological tower been installed, and when was the tower installed/how much data has been collected? N/A Who has analyzed the data and what is that person's experience with respect to projects that have actually been financed? N/A Can the turbine manufacturer be financed through "traditional" tax equity and debt in the U.S.? N/A ------- Provide a short summary of how the project views project finance and structure/ownership: This project is being constructed and will be owned by Surprise Valley Electrification Corp. It is scheduled to come on line in fall of 2013. It will produce about 19,500 MWh's of geothermal energy. SVEC got a Business Energy Tax Credit from the State of Oregon and is using Clean Renewable Energy Bonds to cover the capital costs. SVEC is a rural electric coop and buys its wholesale power from the Bonneville Power Administration. What are your ideal types of prospective institutions/partners? Any utility, institution or corporation that wants to purchase the REC's that will be produced by this project. ------- |
