The Road to Reuse

Approximately 20 miles northeast of
Philadelphia, US Steel's Fairless Works
has been in operation since 1952. The
integrated steel mill sits on 2,500 acres,
where a coke operations plant, steel
iron making operations, finishing and
forging operations, a power house, and
a chemical plant employed up to 7,000
people. Between 1982 and 1991, all "hot
end" operations closed down, and in
2001, die specialty operations downsized,
leaving approximately 100 employees at
the facility for the finishing operations.

In 1993, The U.S. Environmental
Protection Agency (EPA) and US
Steel entered into a Consent Order
for clean-up of the Fairless Works
site. The Consent Order incorporated
the entire 2 500 acre facility. The 68
areas that were identified for further
investigation included former production
and disposal areas. In 1998, the facility
expressed interest in obtaining a release
from liability, which is available for
remediation performed under the
Pennsylvania Act 2 Land Recycling

Program. The release from liability aided
in die redevelopment of the property.
The redevelopment plan was designed to
revitalize the local Levittown area.

US Steel developed the Keystone
Industrial Port Complex: an industrial
park, focused on marketing to heavy
industry to take advantage of proximity
to interstate highways and an on-site deep
water port. The site was divided into
parcels, based on leasing potential, and
each parcel had its own timetable for clean-
up. The environmental investigations and
clean-up efforts are focused and prioritized
to synchronize with opportunities
identified by the USX Realty. US Steel
brought in diverse business interests, from
tire recycling to specialty metals to clean-
burning power generation, in order to
reinvigorate die area. US Steel converted
more than 300 acres of uncontaminated
areas to parcels for lease.

To date, 400 acres have been leased or
sold to 32 companies for heavy industrial
use. The redevelopment created
more than 1,500 new jobs. Several

companies with close ties to wind, solar
or biofuel energy are located on die
site - including manufacturers of wind
turbines and parts of photovoltaic cells..
The Commonwealth of Pennsylvania
designed an incentive package for each
renewable energy manufacturing facility
at the KIPC through the Governor's
Action Team, a committee of economic
development professionals that serves as
a single point of contact for businesses
considering locating or expanding in
Pennsylvania.

The Business Development Plan for the
facility is designed with the potential to
provide more than 80 new industrial
enterprises, creating employment
opportunities for more than 5000
people. A long term potential exists for
total investment to exceed 1.5 billion
dollars. Featured is Dominion Energy's
$800 million investment in their new
1180 Megawatt gas fired power plant
which went online in June 2004.
