The Road to Reuse

Raymark Industries operated
on the site since 1908 where
plant operations manufactured
automotive brake linings, clutch
facings, and other products for the
automotive industry. Additionally,
Raymark Industries operated a
RCRA regulated hazardous waste
landfill until 1996 when ordered by
the Pennsylvania Commonwealth
Court to close the facility in
accordance to a PADEP-approved
Closure Plan. Raymark Industries
attempted to complete closure
of the landfill through March
1998 when the company declared
bankruptcy The PADEP Waste
Management Program oversaw the
closure of the landfill with assistance
from EPA. EPA distributed funds
from the Raymark trust fund, a
requirement under RCRA to assure
proper closure and groundwater
monitoring.

The property was entered in the
Pennsylvania Act II Land Recycling
Program where the property was
ultimately purchased by the Phoenix
Group. The Phoenix Group signed
a Consent Order and Agreement
with PADEP in January 2001 to
implement the post-closure plan
for the RCR-regulated landfill and

achieve PA Act II standards for
most of the property. The Phoenix
Group restricted the future use of
the land to non-residential scenarios
only, and the groundwater to non-
potable uses. In April 2005, EPA
RCRA determined that the Human
Health Exposures Under Control
Environmental Indicator was met.

The property is now the
Greentree Business Center.

While environmental monitoring
continues at portions of the site,
much of the site has been put back
into productive use. The Phoenix
Group, Manheim Borough, and
the Manheim Area Economic
Development Corporation
(MAEDC) continue to work on
developing the Business Center.
Several new businesses already are

on site. Tenants include: Garden
Spot Electric, Amish Country
Gazebos, Mid-Atlantic Equipment
Gropu, AAA Recon, Adcock
Brothers, Inc., Charter Truck, Hi
Tech Concrete Coatings, Jake's
Recon, Jaz Detail, Manheim Quality
Care, Mels Martin Design, Outlaw
Paintball, Pro Fab Associates,
and at least four other businesses.
Currently, there are approximately
150 employees on site, with the aim
to bring more than 500 to the site
when the development is complete.

Redevelopment achievements also
include designating the property as
part of the Keystone Opportunity
Zone, which offers tax abatement
incentives. As well, the property
received significant public financing
support throughout the cleanup
and redevelopment. In November
2005, the Manheim Area Economic
Development Corporation received
more than $9 million ($4 million
grant / $5 million loan) for the
redevelopment of the Greentree
Business Center. The funds
were used for environmental
remediation, demolition, storm
water management, and renovations
of the site.
