Drackett Inc. East Stroudsburg, Pennsylvania The Road to Reuse ~~~ The 22-acre facility located in East Stroudsburg, Pennsylvania was home to Drackett Inc., a manufacturer of household products including air fresheners, drain, glass, and toilet bowl cleaners. During Drackett Inc.'s operation of the facility, two separate waste treatment units were used in the disposal of wastewater produced by industrial operations. The two waste treatment units served distinct production areas through a series of floor drains. The drainage was collected in underground tanks that were used to settle solids prior to the disposal of the wastewater into injection wells. The wastewater was classified as a RCRA hazardous waste due to its corrosive nature. On August 25, 1983, the Pennsylvania Department of Environmental Protection (PADEP) certified the facility Approximate total acres and current use Approximate Acres in Reuse: 10 Current Use: Manufacturing as closed after closure activities were successfully completed. These activities involved the removal of hazardous waste and debris, decontamination of tanks and injection wells, disconnection of piping to tanks, and sampling tanks, injection wells and monitoring well. To prevent future use the injection wells and tanks were filled with sand. Post-closure monitoring of groundwater, conducted from 1983 throughl9S9, detected organic compound contaminants in groundwater. PADEP concluded that the contamination originated off- site and that nearby residential wells were not affected and released the facility from further corrective actions. Groundwater contaminant levels do not pose human health or environmental risks. On August 31, 1999, the U.S. Environmental Protection Agency (EPA) issued a Final Determination that further corrective action at the facility was not required, acknowledging the successful completion of all required closure activities. On November 27, 1983, the property's title was transferred to Diamond Aerosol. In 1994, Hayward Laboratory, the current owner and operator, bought the property to use the facility to produce cosmetic moisturizers. www. epa-.jrov/rea3wcmd/correctiveaction.htm For More Information EPA Region 3 Contact: Khai Dao, (215) 814-5497, dao.lchai@epa.gov ------- |
