A \ Brownfields 2010 Cleanup and Revolving Loan Fund Grant Fact Sheet New Haven, CT EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of New Haven was selected to receive a brownfields cleanup grant and a brownfields revolving loan fund grant. Located in south-central Connecticut, New Haven (population 127,288) has multiple abandoned and blighted former manufacturing sites. Nearly 37 percent of households have incomes of less than $25,000 per year. The unemployment rate is higher than the national rate, and 21 percent of residents live below the poverty level. Cleanup and reuse of brownfields are an integral part of the city"s economic and community development strategy. When the target site is cleaned up, the city plans to redevelop it as a parking garage for a new hotel, several court buildings, and other downtown businesses. Cleanup and redevelopment of the site are expected to eliminate blight, generate tax revenue, and encourage additional redevelopment. Neighborhoods targeted by the RLF grant include the Hill, Dwight, West River, downtown New Haven, and Whalley Avenue Commercial Corridor areas. Priority for redevelopment will be given to projects that will create jobs and incorporate sustainable redevelopment practices. Brownfield cleanups conducted through the RLF grant are expected to create greenspace and be the first step in Cleanup Grant $200,000 for hazardous substances EPA has selected the City of New Haven for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the 10 Wall Street site. The one-acre property was formerly a silk dyeing company, service station, and garage, and is contaminated with arsenic, volatile organic compounds, and polynuclear aromatic hydrocarbons. Grant funds also will be used to remove three underground storage tanks and conduct community involvement activities. Revolving Loan Fund Grant $700,000 for hazardous substances $300,000 for petroleum EPA has selected the City of New Haven for a brownfields revolving loan fund grant. The grant will be used to capitalize a revolving loan fund from which the City of New Haven will provide loans and subgrants to support cleanup activities for sites contaminated with hazardous substances and petroleum. The city expects to make two loans and five subgrants. Grant funds also will be used to oversee cleanup planning and conduct community outreach activities.
