EPA Brownfields Program

EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.

Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

the grant proposal; EPA cannot attest to the accuracy of
this information. The cooperative agreement for the grant
has not yet been negotiated. Therefore, activities
described in this fact sheet are subject to change.

Multi-Purpose Pilot Grant

$400,000 for hazardous substances

($200,000 for assessment; $200,000 for
cleanup)

EPA has selected the City of Bay City for a
brownfields multi-purpose pilot grant. Hazardous
substances grant funds will be used to assess and
clean up the Uptown site located on several
parcels along N. Water Street and Saginaw Street.
The site has been used for a variety of heavy
manufacturing activities, including crane and large
equipment manufacturing, a foundry, and a gas
manufacturing plant. Assessment grant funds will
be used to conduct two Phase II environmental site
assessments, develop cleanup plans, and establish
an incentive fund to support up to 25 baseline
environmental site assessments for businesses
seeking to lease commercial and retail space at the
Uptown site. Cleanup grant funds will be used to
clean up soil and the shoreline of the Uptown site,
oversee the project, and prepare quarterly and final
reports. The site is expected to be redeveloped as a
LEED-certified, mixed-use commercial and retail
center that will be anchored by a global corporation
