EPA Brownfields Program

EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.

Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The City of Prichard was selected to receive two
brownfields assessment grants. Prichard (population
27,963), located in southwestern Alabama, is within the
Mobile Metropolitan Area. During the 1950s and early
1960s, Prichard was a thriving and growing city. The
population later began to decline as citizens migrated to
suburban areas. The departure of businesses and
industries eroded the city's tax base, and left limited
resources for infrastructure maintenance and
development. A legacy of the city's industrial past
includes 18 identified brownfields, several dirt quarries,
and other potentially contaminated properties. The city's
per capita income is less than half the state level, and 35
percent of residents live in poverty. Approximately 85
percent of residents are African-American. Brownfield
assessments are expected to catalyze economic
development and facilitate the city's plans to create bike
trails, parks, and recreational greenspace.

Assessment Grants

$200,000 for hazardous substances
$200,000 for petroleum

EPA has selected the City of Prichard for two
brownfields assessment grants. Community-wide
hazardous substances grant funds will be used to
conduct 16 Phase I and four Phase II
environmental site assessments. Community-wide
petroleum grant funds will be used to conduct 13
Phase I and two Phase II environmental site
assessments. Grant funds also will be used for
community outreach activities, cleanup planning,
and health monitoring.
