MISSOURI EPA ID# MOD980860522 EPA Region 7 City: City of Maiden County: Dunklin County Other Names: 08/21/2008 SITE DESCRIPTION The former owners of the Bee Cee Manufacturing Co., a 2-acre site in Maiden's industrial park, manufactured aluminum storm windows and doors from 1964 to 1983. Workers discharged chromium-contaminated wastewater directly onto the ground without any treatment or an EPA- approved permit. In 1981, the State advised the owners that their disposal practices put them in violation of the Missouri Clean Water Law. Bankruptcy proceedings ended the State's efforts to have the owners install a wastewater treatment system. Another company now leases the building, and the City of Maiden owns the contaminated land. Four shallow wells and two deep wells in Maiden supply drinking water for 11,500 people; one shallow well is located about 1,000 feet southwest of the site. Approximately 8,500 people live within a 3-mile radius of the site; 60 live within 1 mile. The closest residence is located 1/4 mile away from the site. Fifteen wells lie within 1 mile of the site, and 150 wells are within 3 miles. A low-income nursing home project, located 1/2 mile south of the site, is of particular concern. Site Responsibility: This site is being addressed through Federal and State actions. NPL LISTING HISTORY Proposed Date: 10/15/84 Final Date: 06/10/86 Deleted Date: THREATS AND CONTAMINANTS ------- Ground water and on-site soils are contaminated with chromium. Monitoring wells onsite have been contaminated. People who have direct contact with the contaminated soils or drink contaminated ground water are at risk. This risk should be mitigated by the requirements of land use controls. Local soils are sandy, making it easier for contaminants to enter the ground water. However, with contaminant source removal this risk has been mitigated. CLEANUP APPROACH Response Action Status Initial Action: In 1992, the EPA removed the contaminated soil from the site. Ground water: The State conducted an investigation of the nature and extent of contaminated ground water. A final remedy was selected; monitored natural attenuation and institutional controls, and with monitoring of remedy's effectiveness by construction of the required five additional monitoring wells downgradient in late summer 1999. Site Facts: ------- ENVIRONMENTAL PROGRESS The EPA has excavated and removed the contaminated soil from the site. State investigations have shown that contaminated ground water has not moved off-site and does not pose a threat to people or the environment. A final remedy has been selected; monitored natural attenuation and institutional controls. The remedy has been implemented. Missouri Department of Natural Resources continues to monitor the site under an agreement with EPA. The City of Maiden owns the facility and is currently in the process of developing an official ordinance to prohibit use of ground water at the site. Due to its ownership and complete control of the site ground water use is currently being prohibited by city practice. As of May 2008, chromium contamination has not been detected off-site. Only two onsite wells still inconsistently exhibit elevated chromium concentrations. COMMUNITY INVOLVEMENT A Community Relations Plan was completed for the site in August 1991. MDNR and EPA hosted a public availability session about the site at Maiden Industrial Parks' Main Office on October 29, 1991 to provide details about a planned Remedial Investigation/Feasibility Study. MDNR released a fact sheet to the local community in October 1991 to invite the public to the public availability session. MDNR and EPA hosted a public availability session at the Maiden City Hall on July 28, 1992, to present investigative results. A fact sheet was released in July to invite the public to the meeting. On September 29, 1992, EPA placed an advertisement in The Delta News, the local newspaper, to announce the availability of the site repository at the Maiden Public Library. On April 13, 1993, MDNR placed an advertisement in The Delta News to announce the initiation of ground water sampling activities at the site. MDNR also distributed a news release on April 9, 1993, to announce their plan to initiate ground water sampling activities. On May 1, 1997, MDNR hosted a public meeting to present their proposed plan for remediation of contaminated ground water.
