Sector

The Illinois Climate Change Advisory Group report entitled Illinois Greenhouse Gas
Emissions Inventory and Projections provides estimates for Illinois' greenhouse gas (GHG)
emissions by sector for 1990 and 2003.1

In 1990, Illinois emitted GHGs in the amount of 223 million metric tons carbon dioxide
equivalent (MMTC02E). In 2003, total net GHG emissions in Illinois increased by 20 percent
to 267.5 MMTC02E.

Emissions from the energy sector grew by 16 percent between 1990 and 2003 and
emissions from the industrial processes sector increased by 274 percent.2 Emissions from
both the agriculture and waste sectors declined by 6 percent and 26 percent, respectively.

1	Historical GHG emission estimates (1990 through 2003) were developed using a set of generally
accepted principles and guidelines for state GHG emission inventories relying to the extent possible on
Illinois-specific data and inputs. Many of the inventory estimates came from the U.S. Environmental
Protection Agency's (EPA's) State Inventory Tool.

Illinois Greenhouse Gas Emissions Inventory and Projections report and the estimates are highly
uncertain.

Land use accounted for a sink, which declined significantly by 48 percent between 1990 and
2003 due to both an increase in agricultural and urban areas coupled with a decrease in rural
grasslands and forested areas.

The vast majority (86 percent) of net GHG emissions in 2003 came from the energy
sector, with 32 percent of total net emissions from electricity generation. Agriculture
represented 9 percent of net GHG emissions for 2003, which was mostly a result of livestock
production and soil use.

Gross per capita emissions from Illinois were 21 MTC02E in 1990 and 22 MTC02E in
2003 which is slightly less than the gross per capita national average of 25 MTC02E for both
years.
