i i xvEPA GREEN POWER PARTNERSHIP Aligning Green Power Partners with New Renewable Energy Projects Pilot Project Summary Please return the completed summary via email to Blaine Collison, Green Power Partnership Director, collison.blaine@epa.gov / 202-343-9139 Project Name: Mississippi River Commercial Scale Hvdrokinetic Projects Developer Name: Free Flow Power Renewable Energy Type: river hvdrokinetics Total Planned Megawatt (MW) Size: up to 4.000 MW Phase 1:160 to 640 kW at 1 site Phase II: 5 MW at 1 site Phase III: 5 MW to 50MW+ offtakes distributed over ~60 sites Project Location: Mississippi River from Cairo. IL to New Orleans. LA (60 sites distributed over 1000 river miles) Is the project permitted?: Yes. FFP has FERC permits for all sites and is pursuing 30 year commercial licenses If not, what is the permit status?: N/A What is the status of the project's site?: FFP is in the environmental study phase of the FERC licensing process. The FERC Preliminary Application Document (PAD). Notice of Intent (NOD, and Study Plan Determination (SPD) milestones have been completed for several of the sites. Have land leases been filed with the county?: No What is the status of interconnection, and have system impact and facility studies been completed? (Distribution or transmission level projects are both eligible): No Does the transmission owner (TO) or independent system operator (ISO) have a process to study the project's impact on the local or regional grid and the subsequent cost to interconnect?: Yes, but not started. What is the status of the Environmental Impact Statement?: Not started until FERC study effort is completed. ------- Is any element of the project - technology or other - experimental or pilot-phase?: Yes, hvdrokinetics is a new equipment technology industry in the United States, as is. large scale river hvdrokinetic project development What is the long- and short-term operations program of the project? Does the renewable energy technology manufacturer have a technical support team locally available?: FFP will act as project developer and operator with local maintenance contracts consistent with the project sale or PPA. For wind projects, has a meteorological tower been installed? If yes, when was the tower installed and how much data has been collected?: Yes. FFP has conducted ADCP river velocity surveys at several sites and continues to collect data Who has analyzed the data and what is that person's experience with respect to projects that have actually been financed?: No commercial scale hvdrokinetic projects have been financed in the United States vet. FFP management has decades of project finance experience from the Edison Mission electricity marketing and trading business and UBS Financial large public project finance businesses. Can the turbine manufacturer be financed through "traditional" tax equity and debt in the U.S.?: Yes Provide a short summary of how you view project finance and structure/ownership: individual offtakes or portfolios will be sold either as projects or PPAs. Projects will be constructed using tradition debt/eauitv mixes generally with tax eauitv investors to capture incentives. What are your ideal types of prospective institutions/partners?: municipal power companies, co- operative power companies, utilities, large industrials either directly on the river or within the MISO or SPP power marketing regions What is the intended off-take for the renewable power with respect to bundled or unbundled products and is there a preference? No preference for bundling. Since there are no REC requirements in Louisiana or Mississippi, we expect renewable attributes for projects in those states will be unbundled and sold to customers within SPP and MISO. ------- |
