SUBJECT: Availability of FY 1999 DWSRF Funds

The FY 1999 DWSRF funding was made available in the Agency's Integrated Financial
Management System (IFMS) as of October 29, 1998. This memo follows-up on the e-mail
message sent on October 15, 1998 that contained an electronic copy of the FY 1999 DWSRF
allotment chart. The attached final FY 1999 DWSRF State allotment chart (srf99_ap,123) has
not changed from the chart sent in mid-October.

The Drinking Water State Revolving Fund Guidelines state that "increases in the ceiling of funds
available in a the EPA-ACH will be made in accordance with the schedule of payments. All
payments will be made by the earlier of 8 quarters from the date of a capitalization grant or 12
quarters from the date of allotment" (EPA 816-R-97-005, p. 40). This means that payments from
the FY 1999 allotment must be made no later than the earlier of eight quarters after a
capitalization grant is awarded or the fourth quarter of FY 2001. If you have any questions,
