The U.S. Environmental Protection Agency (EPA) recognizes the overall
environmental benefit of siting renewable energy projects on contaminated
properties. EPA's RE-Powering America's Land Initiative, tracks renewable
energy projects on formerly contaminated lands, landfills, and mine sites to
educate stakeholders and encourage future site developmentJThis publication
includes information about geothermal, biomass, solar and wind installations.
EPA has compiled the following information and trends related to the type
and geographic distribution of renewable energy installations that have been
successfully developed on contaminated lands.

502 renewable energy installations on contaminated lands, landfills, and mine
sites, have been identified to date.2

93% of the installations are solar photovoltaic (PV).

60% of the installations are located on former landfills.

Massachusetts continues to lead the nation in siting solar on landfills and
other sites with roughly 26% of all installations in the U.S.

New York continues to be a top three state with renewable energy on
contaminated lands with 50 installed projects.

Wyoming has the fourth most installed capacity out of the states with 12% of
the total installed capacity, all of which is derived from five wind installations.

The 502 renewable energy installations identified by EPA's RE-Powering
Initiative comprise a cumulative installed capacity of 2,473.7 megawatts
(MW). Approximately 70% of these installations are large-scale systems with a
project capacity of 1 MW or more. The renewable energy generated by these
installations is used to export energy onto the utility grid, offset onsite energy
demands, or power cleanup of contaminated sites.

This document provides summary statistics and analyses regarding the
types and characteristics of projects (e.g., system sizes, renewable energy
technologies, energy uses) that have been completed on contaminated
properties to date. At the end of this document, EPA includes a project
tracking list with basic information that has been publicly reported about
each known, completed installation. In addition to the completed sites listed
in this document, EPA is actively tracking more than 200 renewable energy
projects on contaminated properties that are in various stages of planning,
approval, or construction. The information in this document may help inform
future development planning for renewable energy installations.

State Policy Matters

The map shows the impact of certain RE-Powering policies at the state level.
RE-Powering policies include state financial incentives (including procurement
requirements) and streamlined permitting or environmental reviews for
renewable development of potentially contaminated land.3

RE-Powering has identified renewable energy installations on formerly
contaminated lands, landfills, and mine sites in 47 U.S. states and territories.
The location of these installations often reflects three regional factors: available
renewable resources (e.g., sunlight patterns, wind speeds); electricity prices; and
state, local, or utility policies. Such policies can apply generally to renewable
installations (e.g., Renewable Portfolio Standards or Clean Energy Standards at
the state level) or can be specially designed to encourage renewable energy
development on contaminated lands.

States with RE-Powering policies tend to have the largest numbers of
installations. For example, Rhode Island has enhanced solar incentives for
brownfields within its Renewable Energy Fund. In Vermont, longstanding state
policies, including incentive adders for net metering projects on landfills and
brownfields have supported widespread development. West Virginia may see
future increases in renewable project installations on contaminated lands
due to legislation passed in 2020 that created the Renewable Energy Facilities
Program, which provides preferential electric utility cost recovery for up to 400
MW of solar projects on former mining sites, closed landfills, brownfields and
certain other preferred site types.

electricity, while another 8% provide
energy via community solar projects or
for onsite use. Systems range from utility-
scale projects, such as 118.5 MW of wind
on abandoned mine land in Wyoming,
to smaller scale projects, such as the 0.2
kW onsite green remediation project on a
Resource Conservation and Recovery Act
(RCRA) site in Oklahoma.

Community solar installations are wholesale electricity in that they typically send generated electricity directly to the grid. However, for the

RE-Powering Tracking Matrix, community solar installations have been reclassified from the Wholesale Electricity category to the Community

Owned/Subscription category to better represent the unique financing and ownership structure of community solar projects.

Rooftop installations cited in the Tracking Matrix represent projects on buildings that are sited on land identified as contaminated (primarily

brownfields).

Green remediation is the practice of considering all environmental effects of remedy implementation and incorporating options to minimize
the environmental footprints of cleanup actions. One such practice is using renewable energy systems to power remediation activities or
offset the energy needs associated with cleanup efforts. Projects identified as Onsite Use - Green Remediation include all known projects
which currently use or have previously used renewable energy for remediation purposes. This figure may include projects that have ceased
operations since being added to the Tracking Matrix. Capacity includes a 4.5-MW system used to offset groundwater remediation systems at
Massachusetts Military Reservation.

Continuing Growth

Beginning in 2008, RE-Powering has seen a marked upward trend in the number of new
renewable energy projects developed on contaminated lands, the amount of installed
capacity produced by these projects, and the number connected to the wholesale
electricity grid." Beginning in 2008, RE-Powering has seen a marked upward trend in
terms of the number of new renewable energy projects developed on contaminated
lands, the amount of installed capacity produced by these projects and the number
of projects connected to the wholesale electricity grid. These trends demonstrate
that communities, developers and site owners are embracing this sustainable land
development strategy.

The range in project sizes reflects a variety of factors
including market conditions and trends, available
acreage, electricity demands and policy initiatives.

Medium- to large-scale installations (1-10 MW) make
up 62% of the total number of installed projects to date,
while larger systems (10+ MW) comprise 60% of total
installed capacity on contaminated lands.

Of identified projects, 93% are solar PV projects
developed on contaminated lands, landfills, and mine
sites, representing about 69% of total installed capacity,

which is a relatively new trend as tracked solar projects overtook wind projects in late
2017 to represent the majority of total capacity. While wind energy represents only 5% of
renewable energy on contaminated land projects, a few very large installations maintain
a measurable percentage of installed capacity for wind (about 32%). These include the
Casselman Wind Power Project in Somerset County, Pennsylvania (35 MW); Steel Winds in
Bethlehem, New York (35 MW); Highland Wind (62.5 MW) and Highland North Wind (75
MW) in Cambria County, Pennsylvania; the wind farm at Columbia Ridge Landfill, Oregon
(100 MW); and the three wind farms at the former Dave Johnston Mine in Glenrock,
Wyoming (276 MW). Wind tends to be used more often on vast tracts of contaminated
land, such as mine sites, while solar PV is the dominant technology at smaller tracts such
as municipal solid waste (MSW) landfills.

The RE-Powering strategy supports a sustainable land development strategy for
renewable energy. One continuing trend is the reuse of former landfills as large solar PV
developments. To date, EPA is aware of 297 solar projects making productive use of former
landfills. Of these, at least 276 (93%) were completed between 2012 and 2022. Many more
are currently in the planning, permitting, or construction phase. For more information

Trends in Project Size12

As the number of renewable energy installations on contaminated land has increased, the size range and variation in project usage has also continued to expand.
Projects provide energy to support everything from onsite green remediation to supplying large capacity grid connected operations. Overall, 78% of RE-Powering
projects are 5 MW in capacity or less. RE-Powering wind projects tend to be much larger than solar projects. Average wind project size is 31.3 MW versus 3.8 MW for solar.
Only 1 % of solar projects are larger than 20 MW.

Through about 2010, very small projects of 10 kW or less were more common. With many projects providing energy to the electricity grid, project size has generally
trended upward since 2011. However, the percentage of total projects in the 1.01 MW - 5 MW range has remained relatively constant since 2014, currently accounting
for over 48% of projects.

As noted in the Continuing Growth section, the RE-Powering Initiative has seen a marked and sustained upward trend in solar installations on contaminated lands.
For instance, between 1997 and 2007, there were only 11 solar projects installed on contaminated land, whereas in 2017 alone, 62 solar projects were installed on
contaminated lands. While installations vary in size, the size distribution across all projects has not been marked by a particular trend and the predominant solar project
size on contaminated sites has consistently remained in the 1.01 - 5 MW range.

There has been a steady growth of both the number of installations and overall installed capacity since 2007. As highlighted by the events below, some of this growth
can be attributed to increased knowledge about the concept, the introduction of EPA's RE-Powering Initiative, and new incentives designed to increase renewable energy
production. The Infrastructure Investment and Jobs Act and Inflation Reduction Act represent historic levels of investment in clean energy solutions. These recent legislative
initiatives include provisions related to RE-Powering projects that promote investment in rural communities and expand access to affordable clean energy.

Among the various technologies and available sites, solar PV on landfills has been a particularly attractive redevelopment option and over time, has represented an increasing
share of all RE-Powering sites. The percent of all RE-Powering sites that were solar on landfill installations increased from 39% in 2012 to 83% in 2018.

Building Strong Communities

Community solar programs offer the economic and environmental benefits
of solar to individuals that typically lack access to traditional solar power, due
to physical, ownership and/or financial limitations. These programs promote
the implementation of cost-effective solar installations and expand access
to solar power by customers who subscribe to the project. Community solar
is increasing in popularity as illustrated by the following recently completed
community solar installations—and the graph below that shows the share of
community solar projects are increasing.

Music to Our Ears - Music City Solar, a 2 MW installation completed in 2018
less than 4 months after construction, is the first community solar project
in Nashville, Tennessee. This installation is part of the Solar Angel Fund at
The Community Foundation of Middle Tennessee, which allows individuals,
businesses and Foundations to provide energy assistance (in the form of tax-
deductible donations) to low-income customers through a solar credit. This
project promotes a sense of community by providing an avenue through which
solar energy can be provided to those who might not otherwise have access.

Wealth of Information - The City Renewables Accelerator, led by RMI and

the World Resources Institute, highlights stories from cities leading in the
energy transition so that local government leaders can learn from each other.
The City of Houston is building 52 MW of utility-scale solar on a 240-acre former
landfill site that has limited reuse potential. The solar array, which includes 2
MW of community solar, will provide clean, locally generated power and create
economic benefits for the historically disadvantaged community surrounding
the landfill. Once complete, this project will be the largest urban solar farm in
the country.

Helping the Community and Pollinators - Morrisville Salvage Yard is a

2.1 MW community solar project located on a former auto salvage yard in
Morrisville, Vermont. In a true community fashion, the area beneath the solar
array is planted with pollinator-friendlv around cover to support vital habitat for
bees, butterflies, hummingbirds, moths and other insects critical to future food
security. The project is expected to produce enough to power approximately
375 homes annually.

Large and In Charge in Utah - Spanish Fork Solar Project is a 4.5 MW

community solar project that was completed in 2021 in Spanish Fork, Utah. This
project represents one of the largest landfill solar projects in the state at the
time of this publication. The installation was built on a 27-acre landfill site that
was unusable for other commercial development. The project utilizes cast-in-
place (CIP) mounting technology.

Tipping the Gigawatt Scale - Glenville Landfill Solar Project

With the completion of a 7.5 MW community solar project located on the site
of a former landfill in Glenville, the state of New York reached a milestone of
more than 1 GW total of installed and operational community solar. The project
features 10 MWh of onsite energy storage and is part of a seven-project, 25
MW portfolio made possible through a collaboration with the Schenectady
County Solar Energy Consortium that provides over $400,000 in energy savings
annually to the municipalities and cities of Schenectady County and enables
each of the municipalities to be powered by 100 percent renewable energy.

Updated RE-Powering Tools

Interested in developing solar on landfills and other contaminated lands?
RE-Powering has updated two of the most popular tools for siting renewable
energy on contaminated lands, the RE-Powerina Mapper 3.0 and the Best
Practices for Siting Solar Photovoltaics on Municipal Soiid Waste Landfills.

RE POWERING MAPPER

EPA's RE-Powerina Mapper 3.0 has just been released. This update includes data
provided by EPA Brownfields, Superfund, Abandoned Mine Lands (AML), Landfill
Methane Outreach Program, RCRA and a pilot with Underground Storage Tanks,
in addition to data from 22 state collaborators. State collaborators included:
California, Colorado, Connecticut, Florida, Hawaii, Illinois, Iowa, Maine, Maryland,
Massachusetts, Minnesota, Missouri, New Jersey, New York, North Carolina,
Oregon, Pennsylvania, Rhode Island, Texas, Virginia, West Virginia and Wisconsin.

EPA partnered with Department of Energy's National Renewable Energy Lab
(NREL) to provide up-to-date data and screening that reflects current trends in
renewable energy development to screen more than 190,000 sites and nearly 40
million acres for solar, wind, biomass and geothermal energy potential.

RE-Powering created a User Guide and Data Documentation to assist users in
navigating the RE-Powering Mapper 3.0 and to explain the data included in
the application. Users can also download a Microsoft Excel Spreadsheet or
ESRI aeodatabase that contains all of the screened sites and associated data.
A RE-Powerina Mapper Factsheet is also provided which explains the data and
purpose of the application, as well as statistics and facts as shown below.

Best Practices

In addition to updating the RE-Powering Mapper, EPA also teamed up with
NREL to update the Best Practices for Siting Solar Photovoltaics on Municipal Solid
Waste Landfills, a resource that outlines best practices unique to siting solar PV
on landfills and can be used by solar developers and landfill owners as well as
federal, state and local stakeholders. Most municipal landfills are not reused
since they are unsuitable for many types of redevelopment. Returning formerly
contaminated lands, landfills and mine sites to reuse helps achieve EPA's goal
of restoring underutilized and contaminated properties to environmental and
economic vitality.

This 'best practices' resource, combined with careful coordination, can help
communities achieve both property reuse and landfill closure objectives. It
provides the latest information on:

1)	current trends in solar development, including landfill development
case studies;

2)	how to evaluate MSW landfills for reuse as renewable energy producers
(e.g., identifying opportunities and resources); and

3)	best practices for the planning, development and installation of solar
projects at MSW landfills (e.g., costs, tools to assist with project siting).

This document, which was subject to EPA's peer and administrative reviews by
