Analyzing stormwater management for Amtico Square in Trenton, NJ

In Summer 2020, a Brownfields Area-Wide Plan (BF
AWP) in Trenton, New Jersey was created for a portion
of the East Trenton Neighborhood (ETN). Within the
AWP project area, site-specific recommendations were
developed for several brownfields located along the
Assunpink Creek. One of the major catalyst sites within
that plan was Amtico Square, a 3,5-acre industrial lot
that sits within the flood zone and is adjacent to a
residential neighborhood. Amtico Square was identified
as a catalyst site for the BF AWP due to the potential
for the site to positively impact the surrounding ETN,
and due to the amount of demolition and cleanup
activities that have occurred on site in recent years.

The Community's Challenge

Amtico Square has a long history of industrial use, and
in its current vacant state, had become a dump site.
However, Trenton plans to revitalize the site into a
skate and recreational park with courts. However, the
site sits on the floodplain of adjacent Assunpink Creek,
so Trenton needed to understand the flooding and
stormwater risks to development, including potential
future climate impacts.

EPA's Land Revitalization Technical Assistance

In 2021, the U.S. Environmental Protection Agency
(EPA) Land Revitalization Program provided contractor
technical assistance to build on the planning progress

From this analysis, Trenton can move forward with
plans to convert the vacant Amtico Square into a
recreational park with beneficial and resilient
stormwater management that can be enjoyed by both
residents and visitors in Trenton.

surrounding Amtico Square by evaluating future climate
flood projections, assessing the existing conditions of
the stormwater infrastructure, and proposing options for
managing stormwater to mitigate any impacts from the
proposed recreational improvements. The design team
developed three alternatives to manage stormwater as
part of the proposed recreation improvements at
Amtico Square, including new infrastructure for
underground water storage, detention basins, and
outlet structures. In addition to the alternatives, the
analysis included an existing conditions assessment,
floodplain considerations, flood maps, floodplain
management recommendations, creek buffer
improvements, and level of magnitude costs.
