Cleanup

Moving at a Fast Pace

Since the Environmental Protection Agency's
(EPA) last update in June, PACCAR, Inc.
has made a lot of progress in the ongoing
cleanup of the West Harbor portion of the
Wyckoff/Eagle Harbor Superfund site. If the
project continues to move along quickly, then
it is expected to be completed by mid-
September. This fact sheet provides a brief
update on site cleanup activities in the West
Harbor.

July 23 , 1997

Construction on the sand and rock berm
(the "wall") of the CDF is finished. Once
filled with excavated contaminated
sediments and capped with clean soil, the
CDF will ultimately create approximately 1-
acre of new land. PACCAR's contractors
have already placed the stockpiled
intertidal sediments on the liner that covers
the bottom and inside walls of the berm. In
addition, a small hotspot of sediments near
the end of the main pier at the ferry
maintenance yard (below the low tide level)
has been dredged and placed within the
lined CDF. If sampling shows that the
dredging removed all "hotspots" sediments,
no further dredging will be necessary.

Removing Contaminated Sediments

Passersby and park users probably noticed
a lot of activity on the Washington State
Ferry (WSF) maintenance property in mid-
June. Site activities centered around the
removal of intertidal sediments that were
contaminated with high concentrations of
heavy metals ("hotspots"). Work was tightly
coordinated to excavate "hotspots" from
underneath the WSF docks. The excavated
soils were transferred to an asphalt pad for
temporary stockpiling, and (after sampling
to assure that the cleanup goals were met)
the excavated areas were filled with clean,
sandy material to match original elevations.
Contractors waited for low tide to conduct
soil removal to reduce negative impacts on
water quality.

PACCAR's contractors have also been
capping sediments in West Harbor that do
not require removal but have demonstrated
toxicity to marine organisms in lab tests.
Using a clamshell dredge and crane, the
contractors take clean soil brought to the
site by barges and spread it over the bottom
("capped" with clean soil), in contaminated
areas.

EPA has been overseeing the contractors
and has required water quality monitoring
to assure that impacts to the marine
environment are avoided.

As outlined in the EPA cleanup plan and
design, contaminated sediments are going
to be contained on site in a lined
"enclosure" called a Confined Disposal
Facility (CDF).

What's Happening Next ?

hat is the Administrative Record?

As mentioned above, the West Harbor
cleanup project is expected to be
completed by mid-September.

Remaining West Harbor work for July
and August includes:

•	Demolition of the boatyard building
(near the footpath—footpath closure may
be necessary for part of the day, but
commuter hours will be avoided).

•	Placement of remaining gravel/sand
on the outer slope of the CDF berm and
the tidal barrier (next to the footbridge)
for habitat.

•	Installation of pipes, oil-water
separators, and outfalls for future site
monitoring.

•	Placement of a gravel base and asphalt
paving across the site, including the
surface of the completed CDF and the
footpath.

•	Removal of contractor's trailers and
equipment.

As cleanup work comes to a close in
the West Harbor, EPA will issue
additional updates which will
describe how the CDF will be
monitored for long-term
environmental protection and
describe the schedule for planting
eelgrass (for habitat mitigation) near
the waterfront park.

The Administrative Record is a file that
contains all information used by EPA to make
its decisions on cleanup actions from the
beginning of the site's history. A copy of the
Administrative Record is available for public
review and should be housed in a location near
the site, known as the Information Repository.

For many years, the Bainbridge Island Library
was the information repository; however, due
to limited space at the library, EPA can only
keep the most current documents and plans at
the library, not the entire Site File. This
information is normally available for your
review at the Bainbridge Island Public Library,
1270 Madison Avenue North. However, while
the library is under construction until late July,
the Wyckoff Files are being temporarily stored
at the Bainbridge Island High School. Until
library construction is finished, only the fact
sheets will be available at the library; however,
the Administrative Record can still be viewed at
the EPA Records Center in Seattle.

The Administrative Record files for Wyckoff/
Eagle Harbor are kept at the EPA Records
Center, 7th floor, 1200 6th Avenue, Seattle.
