LOVELOCK, NEVADA- PERSHING COUNTY INDUSTRIAL PARK REUSE
PROJECT DESCRIPTION

PROJECT BACKGROUND	

The Pershing County Industrial Park is in a rural area off Interstate 80 south
of the City of Lovelock, Within this triangular-shaped, 143-acre site are 28
parcels held by 18 property owners. Several properties were cleared for
reuse with Phase I environmental assessments.

In the neighboring Reno-Sparks area (approximately 90 miles west of
Lovelock), supply of land is limited for residential, office, retail, and industrial
purposes. Pershing County could offer a viable option for industrial
developers seeking property already well-served by infrastructure.

However, a severe housing shortage and lack of workforce readiness
present challenges. The Nevada 95-80 Regional Development Authority
(RDA) is working with the Governor's Office of Economic Development to
expedite business development, create incentives, and expand community
capacity in Pershing and nearby counties.

PROJECT CHALLENGES	

The industrial park is currently underutilized and is unlikely to attract
large-scale logistics facilities. Smaller buildings with larger yard areas
(e.g., smaller warehouses) may be more suitable, especially for businesses that require direct access to the I-80 corridor to reach
markets in Nevada, California and Utah. The city needs assistance to understand market opportunities given the remoteness of
the site and the availability of land,

EPA'S TECHNICAL ASSISTANCE	

EPAs Land Revitalization team assisted the City of Lovelock by:

•	Giving the city key insights into local market conditions by conducting analyses of demographics, commuting patterns, housing
supply/demand and employment trends.

•	Analyzing the Pershing County Industrial Park site for growth opportunities and business synergies, such as combining or creating
compatible product lines or creating a cross-disciplinary work force.

•	Delivering a market analysis and site reuse that can be used to engage city leaders and stakeholders.

NEXT STEPS FOR CONSIDERATION	

•	Outreach, Develop a dedicated Pershing County Industrial Park webpage that can be linked to the Pershing County and Nevada 95-
80 RDA websites to provide information on available buildings and parcels,

•	Expand Network. Connect with commercial brokers who specialize in smaller-sized industrial facilities (e.g., up to 30,000 square
feet) and prepare concise marketing materials for end-users and interested parties.

•	Expand Housing Options. Develop a housing strategy and expand the housing inventory by connecting with residential developers
who have built in Pershing, Humboldt, and other rural Nevada counties,
