The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. DEER CREEK SANITARY TUNNEL AND SANITARY RELIEF PROSPECTIVE BORROWER: Metropolitan St. Louis Sewer District LOCATION: Saint Louis, Missouri TOTAL PROJECT COSTS: $88 million REQUESTED WIFIA LOAN AMOUNT: $43 million POPULATION SERVED BY SYSTEM: 1.2 million people PROJECT TYPE: Combined Sewer Overflow/ Sanitary Sewer Overflow PROJECT DESCRIPTION: Metropolitan St. Louis Sewer District will construct a new pump station, replace approximately 15,900 feet of sanitary sewer, and slip-line 1,700 feet of sanitary sewer to address both combined and sanitary sewer overflows and improve the water quality in Deer Creek. These projects will provide storage for excessive inflow and infiltration during wet weather events; regulate sanitary flow into the River Des Peres foul water system; allow for the removal of 24 constructed sanitary sewer overflow outfalls into the Deer Creek channel; alleviate surcharging, basement backups; and meet impending Total Maximum Daily Loads (TMDL) requirements. FY 2017 SELECTION ROUND NUMBER OF PROJECTS SELECTED: 12 TOTAL LOAN AMOUNT: $2.3 billion to public and private entities TOTAL WATER INFRASTRUCTURE INVESTMENT SUPPORTED: $5.1 billion NUMBER OF PEOPLE IMPACTED: 20 million in 9 states Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment, negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding. An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
