EPA's Proposed Renewable Volume Standards LANDflLL METHANE OUTREACH PKOCKAM 5 The U.S. EPA Landfill Methane Outreach Program (LMOP) is providing information to its stakeholders about an Office of Transportation and Air Quality proposed rule to update EPA's renewable fuel standard (RFS). The Clean Air Act requires EPA to set annual renewable fuel percentage standards. Public Hearing: August 1, 2017 Public Comment Period Ends: August 31, 2017 On July 21, 2017, EPA published a proposed rule titled, "Renewable Fuel Standard Program: Standards for 2018 and Biomass-Based Diesel Volume for 2019." In the rule, EPA proposed volume requirements under the RFS program for cellulosic biofuei advanced biofuei and total renewable fuel for calendar year 2018 as well as biomass- based diesel (BBD) volume standards for calendar year 2019. EPA stated it is proposing to reduce the required volume of all the fuel categories except BBD due to an anticipated shortfall in cellulosic biofuei production. The proposed volume requirements are shown in the following table(a): Fuel 2018 2019 Cellulosic biofuei (million gallons) 238 n/a Biomass-based diesel (billion gallons) 2.1(b) 2.1 Advanced biofuei (billion gallons) 4.24 n/a Renewable fuel (billion gallons) 19.24 n/a (a) All values are ethanol-equivalent on an energy content basis, except for BBD which is biodiesel-equivalent. (b) The 2018 BBD volume requirement was established in the 2017 final rule (81 FR 89746, December 12, 2016). EPA will hold a public hearing on this proposal on August 1, 2017 in Washington, D.C. The period for public input and comment is open through August 31, 2017.
