Introduction

The U.S. Environmental Protection Agency (EPA) is
announcing to the community a change in the direction
of the RCRA Cleanup Program. The RCRA federal pro-
gram is now focusing its attention on the environmental
issues "inside-the-fenceline" of Walter Coke, Inc.

EPA has identified several on-site areas that need further
attention, which are within the following locations at the
400-acre, 92-year old coke manufacturing facility:

•	Active facility operations

•	Former Fiber Plant

•	Former Chemical Plant

•	Active Wastewater/Storm water Units

•	Land Disposal Area

Background on RCRA

The Congressional law, the Resource Conserva-
tion and Recovery Act (RCRA, pronounced 'rick
-ra') authorizes EPA to require facilities to ex-
amine the nature and extent of their potential
pollution to protect human health and/or the en-
vironment. The lead regulatory program on the
investigating and cleanup of "inside-the-
fenceline" facility areas of Walter Coke is the
EPA's RCRA Corrective Action program in the
Southeast Region 4 Office in Atlanta.

To better address overall environmental protection, the RCRA Cleanup Program, also known as the
RCRA Corrective Action Program, is now drafting a new Order for Walter Coke, Inc. The Order will
consolidate all the compliance activities that Walter Coke needs to do to assess and cleanup on-site is-
sues, such as contaminated soil and groundwater. EPA anticipates the Order will be completed and nego-
tiated with Walter Coke, Inc., within the next 4-6 months.

EPA's goal is to keep the local community informed and engaged. During key milestones of assessment
and cleanup, the Corrective Action Program will have meaningful community involvement.
