SITE DESCRIPTION

The Plating Inc. site is a former chromium and zinc plating facility located in the Great Bend
airport industrial complex, approximately 1.5 miles southwest of Great Bend and about two
miles north of the Arkansas River. The site building was constructed and chromium plating
began in 1968. Zinc plating was added to the processes in 1975. In 1988, KDHE found soil
contamination which resulted from the blowers in the facility ventilation system. In 1989,

KDHE ordered the facility to address state and federal violations for the handling and storage of
hazardous wastes and remove contaminated soil. Soil was excavated by the facility in 1990,
under KDHE oversight, and a fume scrubber was installed in the ventilation system to prevent
recontamination of the soil. In 1991, ground water sampling identified chromium contamination.
In 2005 the Plating Inc. facility ceased operations. In the 2000 census, the town of Great Bend
had a population of 15,345.

Soil contaminated by the facility ventilation system was excavated and removed.
The interior of the plating building is corroded. Soil beneath the building is
assumed to be contaminated from leaking tanks or drums. The releases from the
building have contaminated the ground water with chromium.

CLEANUP APPROACH

Response Action Status

In 1988, KDHE found soil contamination from the facility ventilation system. In 1989, KDHE
ordered the facility to address state and federal violations for the handling and storage of
hazardous wastes and remove the contaminated soil. Soil was excavated in 1990, by Plating Inc.
under KDHE oversight, and a fume scrubber was installed on the ventilation system to prevent
recontamination of soil. In 1991, ground water sampling identified chromium contamination. In
1994, Plating Inc. signed an order with KDHE to conduct an investigation and remediation of the
contamination. In 1998, the facility installed a shallow remedial well to control and remediate
the shallow ground water plume. In 2002, after determining the remedial well was not fully
containing the shallow plume, an additional remedial well was installed. In 2005, the facility
ceased operations. KDHE began operating and maintaining the remediation system. In 2006,
while conducting an inspection of the plating facility, KDHE found several tanks of solutions
that were abandoned and possibly leaking. Also in 2006, the owner of the facility filed
bankruptcy. KDHE requested federal assistance from EPA in January 2007. A removal action
was conducted by EPA in October 2007, to remove plating solutions, including chromic acid,
muriatic acid, and sulfuric acid. Tanks and drums containing the solutions were cut up and taken
offsite for disposal.

ENVIRONMENTAL PROGRESS

In 1990, contaminated soil was excavated by the facility, under KDHE oversight, and
a fume scrubber was installed on the ventilation system to prevent recontamination of the soil.
In 1998, the facility installed a shallow ground water remedial well to control and remediate the
shallow ground water plume. In 2002, an additional remedial well was installed. In 2005,

KDHE began operating and maintaining the ground water remediation system. In October 2007,
a removal action was conducted by EPA to remove plating solutions which included chromic
acid, muriatic acid and sulfuric acid. Tanks and drums which contained the plating liquids were
cut up and taken offsite for disposal.

In 2009, the Agency for Toxic Substances and Disease Registry (ATSDR) drafted a public health
assessment for the site, offered a public comment period on the assessment, conducted two joint
public availability sessions with EPA and KDHE, and then made the report final.

COMMUNITY INVOLVEMENT	

9/2007 - Press Release issued to media announcing the site was proposed for the federal cleanup
priorities list. Fact Sheet mailed and placed on Website about the proposed listing and public
comment period. Display ad-style notice published in Great Bend Tribune 9/23/07.

10/2007 - Press Release issued to media announcing an availability session scheduled at the site
to discuss the upcoming cleanup. Fact Sheet mailed and placed on Website about the cleanup
action ready to begin. Availability session took place as scheduled on 10/11/07 at the site, and
was attended by area residents and local media representatives.

3/2008 - Press Release issued to media announcing the site was named to the National Priorities
List on 3/19/08 and was eligible for further study and cleanup under the Superfund program.
Display ad-style notices published in the Great Bend Tribune 3/23/08 announcing the site had
been added to the federal priorities list and the community could be eligible for funding under

EPA's Technical Assistance Grant Program to help citizens interpret complex environmental
data.

3/10/2009 - Two joint public availability sessions with ATSDR and KDHE at The Front Door
Great Bend. Display ad-style notice published in the Great Bend Tribune 3/8/09. Flier-style
announcements were mailed out by ATSDR.
