The New Mexico Environment Department report, New Mexico Greenhouse Gas
Inventory and Reference Case Projections, 1990-2020, contains an inventory of New
Mexico's greenhouse gas (GHG) emissions from 1990 to 2000.1

In 1990, New Mexico emitted GHGs in the amount of 47.6 million metric tons
carbon dioxide equivalent (MMTC02E). In 2000, GHG emissions increased to 62.0
MMTC02E, an overall increase of 30 percent from 1990 to 2000.

Emissions from the agriculture and waste sectors increased by 33 and 50
percent, respectively, compared to a 200 percent growth in emissions from industrial
processes, due mostly to a growth in substitutes for ozone-depleting substances (ODS).
The land use sector sink remained constant from 1990 through 2000 at 20.9 MMTC02E.
This sink is due mostly to the size of New Mexico's forested lands, which comprise 27
percent of the land area in the state.

1 Historical GHG emissions estimates (1990 through 2000) were developed using a set of
generally accepted principles and guidelines for state GHG emissions inventories relying to the
extent possible on New Mexico-specific data and inputs. Many of the inventory estimates came
from the US Environmental Protection Agency's (EPA's) State Inventory Tool.

The largest contributor to New Mexico's GHG emissions is the energy sector,
which accounted for 90 percent of the gross GHG emissions in 2000 and has increased
by 18 percent between 1990 and 2000. Within the energy sector, electricity production is
the largest single source of emissions contributing to 40 percent of gross emissions for
2000 followed by the fossil fuel industry as the second largest contributor to GHG
emissions and accounted for 24 percent of gross emissions in 2000.

Gross per capita emissions from New Mexico were 45 MTC02E for the 1990-
2000 timeframe, which is nearly twice the gross national per capita average of 25
MTC02E for this same time period.
