Proposed Plan Announced

The United States Environmental Protection Agency
(USEPA) has issued a Proposed Plan for cleanup
activities at the Price Battery Superfund Site located
in Hamburg, PA. Contents of the plan include alter-
natives that were considered and the method of
cleanup preferred by USEPA. The preferred
method combines excavating residential lead con-
taminated soil to a level where clean soil is encoun-
tered to the extent possible, and using specialized
cleaning to remove lead contamination from resi-
dential interiors. While USEPA has indicated its
preferred methods for addressing the lead contami-
nation, there are other alternatives that were evalu-
ated. These alternatives are detailed in the Proposed
Plan. Additionally, the public is invited to review
the Proposed Plan and provide comments on all the
alternatives. Also, community members may pro-
pose other cleanup alternatives that may have not
been considered. A formal 30 day comment period
running from June 10, 2009 to July 9, 2009 is being
provided for the public to send written concerns via
regular mail, email or phone (see the box on the
back for addresses and phones numbers).

Site History

The history of lead contamination in Hamburg be-
gins in 1918 with the opening of the Price Battery
manufacturing facility. Price operated the plant un-
til 1956 when it was acquired by the General Bat-
tery Corporation in 1956. Exide, the successor to
General Battery, took over the manufacturing and
operated the facility until the 1990's. A secondary
lead smelter operated at the Hamburg site until the
smelter was shut down in 1971.

The lead contamination found in Hamburg came
from dust emitted from the smelter and lead-
contaminated battery wastes and casings that were
used as fill material throughout the Hamburg area.

Public Meeting to be Held

USEPA will hold a formal public meeting to pre-
sent details of the Proposed Plan for addressing
the Price Battery Superfund Site. At this meet-
ing, residents will hear about the alternative
cleanup options being considered. In addition,
formal comments about the plan can be made.
