New 112(r)
Coordinators

We apologize for the delay in issuing this
newsletter. The U.S. Environmental Protection
Agency (EPA), Region 10 has recently hired a
new 112(r) Coordinator to replace Melanie Hoff
(and our thanks to Melanie for all her good
work!). Lisa McArthur will be filling this position
for Washington, Oregon, Idaho and Alaska, and
she can be reached at (206) 553-0383. Assisting
her are EPA Emergency Planner Andy Merget at
(206) 553-0279, and EPA Data Systems
Specialist Frank Bovee at (206) 553-0269. Frank
will be available at that number to assist people
with questions on the RMP software. EPA
Region 9 would also like to welcome two new
112 (r) coordinators, Angie Proboszcz at (415)
744-2320 and Nate Lau at (415) 744-2261.
Angie and Nate cover Arizona, California,
Hawaii, Nevada, and the territories of Guam and
the American Samoa.

Internet Security Issue

Due to concerns about criminal or terrorist
activity, EPA has decided not to post the off-site
consequence analysis (OCA) information on the
Internet. This does not change EPA's plan to
receive the RMP data electronically
(RMP* Submit), or to make available on the
Internet most of the RMP data including the
registration data, accident history, prevention
and emergency response data (using
RMP*Info). Although it will not be on the
Internet, the OCA data will still be publically
available. EPA is currently working with all
stakeholders to determine how the public will
get easy access to the complete RMP
information, including OCA, at the local level.
EPA will also be working with the FBI to
identify new technologies that would allow for
secure Internet distribution of OCA data and

evaluate whether this proposal is meeting
stakeholder needs. We will keep you informed
of any new developments.

One-Day RMP Course and
Train-the-Trainer Being
Offered

EPA Region 10 will once again be offering a one
day (8 hour) Risk Management Programs (RMP)
training course, as well as a one-and-a-half day
Train-the-Trainer course. These courses are
administered and taught through the
Environmental Response Training Program
(ERTP) which covers more than twenty training
courses, including the Chemical Safety Audits
(CSA) course. ERTP is managed by the U.S.
EPA Environmental Response Team and staffed
by Halliburton NUS.

The 8 hour RMP course introduces the skills and
information needed to meet, implement and use
the EPA's new accidental release prevention and
risk management programs regulation. It covers
the following areas:

Regulation applicability using the regulated
substances list, program level determination,
and risk management plan development.

Risk management program regulations -
including the proposed modifications and the
latest answers to the Frequently Asked
Questions

Hazard analysis techniques using the EPA
RMP Offsite Consequence Analysis
Guidance

Release prevention and emergency response
- including passive and active prevention
techniques and emergency response
integrated contingency plans

This course is intended for federal, state and local
enforcement personnel, government facilities
personnel (i.e. water treatment plant employees,
etc.), RMP users (including SERC and LEPC
members), and local emergency management and
response personnel. In order to attend, private
industry personnel must be sponsored by a
member of a SERC or LEPC, or by their regional
EPA representative. Once the industry
representative has found a sponsor (this can be as
simple as a phone call), they need to list the
sponsor on the information sheet.

Each 8 hour RMP course listed below runs from
8:00 a.m. to 5:00 p.m. Course attendance is
limited, please register by January 29, 1999, for
courses in February, and by February 5, 1999. for
courses in March.

The Train-the-Trainer course prepares attendees
to train others in risk management planning and
preparing the RMP. Particularly directed at state
and local agency, SERC, and LEPC
representatives, it covers the following areas:

•	Teaching tools and equipment for RMP

•	Introducing and teaching RMP basics

•	Conducting the applicability exercise

•	Teaching RMP case studies

•	Teaching the Offsite Consequence
Analysis (OCA) guidance

•	Setting up and conducting an OCA
exercise

•	Teaching prevention programs,
emergency response and risk
management

•	Conducting the prevention and
emergency response exercise.

taught where there is sufficient interest. One such
course will be taught in Coos Bay, OR on March
24, 1999. You do not need to register for this

region where at least 25 people are interested in

The goal of a Risk Management Program is to
prevent serious chemical accidents that could
cause harm to the public and the environment
and to reduce the potential impact of accidental
releases.

If you are regulated under the Risk Management
Program, you must submit your Risk
Management Plan (RMP), which describes your
Risk Management Program. EPA has
developed an electronic submission system
(RMP*Submit™) that will make filing an RMP
easy. The software will be available on diskette,
CD-ROM, or via EPA's Internet website.

Portions of the RMP you submit to EPA will be
publically available via the Internet. The
information is intended to stimulate the dialogue
between industry, state and local officials, and
the public to improve accident prevention and
emergency response practices.

Risk Management
Guidance for POTWs
Available

Wastewater treatment plant operators seeking
help on how to estimate the distances to toxic
endpoints for chlorine, ammonia, and sulfur
dioxide will want to tap into the Chemical
Emergency Preparedness and Prevention
Office's (CEPPO) website.

EPA has developed a Risk Management
Program guidance document, The RMP
Guidance for POTWs, which is geared
specifically for the wastewater treatment
industry. The guidance document includes
tables that are specific to three chemicals
common to wastewater treatment: chlorine,
ammonia, and sulfur dioxide. The tables will
yield shorter distances to toxic endpoints that the
general lookup tables found in the newest
version of U.S. EPA Headquarter's Offsite
Consequence Analysis (OCA) Guidance.

The shorter distances are due to the use of air
dispersion models that specifically model the
behavior of chlorine, ammonia, and sulfur
dioxide. On the other hand, the models used to
develop the tables in the OCA guidance are
more general. Because EPA's chemical-
specific models incorporate toxic endpoints into
the table, worst-case/alternative case scenario
development will be streamlined.

Although the tables were designed for POTWs,
any facility that uses, manufactures, or stores the
three chemicals in amounts that require
reporting under Section 112(r) of the Clean Air
Act will find the tables useful.
