Current Removal Activities • Background Information • Where to get more information Current Removal Activities In accordance with an Environmental Protection Agency (EPA)-approved work plan, a remediation contractor hired by the Potentially Responsible Par- ties (known as the "PRP Group") has completed the removal and off-site disposal of accumulated contam- inated liquids, sludge and PVC piping from the "bio- reactor", which is an aboveground concrete structure located on the U.S. Oil Recovery (USOR) property. Following removal of this material, the bioreactor walls were demolished and the concrete demolition debris was removed from the site. These activities resulted in the removal of approximately 500 tons of sludge, 500,000 gallons of liquid, 100 cubic yards of PVC piping, and 700 cubic yards of concrete. The PRP Group is currently making plans to remove and dispose of approximately 1,000 drums and totes stored on site since prior to mid 2010. The PRP Group will continue on-going stabilization efforts under EPA oversight as needed to protect the public and Vince Bayou. Additional removal actions are anticipated to be performed in 2014, or as site conditions warrant action. Background Information The US Oil Recovery (USOR) Site comprises of two separate properties which are located in Pasadena, Texas, north of Highway 225 (the Site). US Oil Re- covery operations at the 400 N. Richey Street property received municipal and industrial Class I and Class II wastewater, characteristically hazardous waste, used oil and oily sludges, and municipal solid waste. Its affiliate MCC Recycling (MCC) conducted operations at the 200 N. Richey Street property which was a for- mer sewage treatment plant, owned by the City of Pasadena from approximately 1945 until it was ac- quired by USOR in January 2009. In an initial response action, EPA took steps to con- tain off-site migration, mitigate the threat to the public and to Vince Bayou, and stabilize the Site in July 2010, November 2010, and January 2011. As part of those efforts, approximately 833,500 gallons of non-hazardous contaminated storm water were transported off-site. Hazardous and non-hazardous sludges open to the elements and contaminating storm water were removed and also disposed of off- site. Pursuant to an Administrative Order on Consent, dated August 25, 2011, EPA has continued to pro- tect the public health, welfare, and the environment, including Vince Bayou, by overseeing subsequent Site stabilization activities performed by the PRP Group. The PRP Group stabilization activities have included Site security and video monitoring, regular inspections of the Site, pump down/removal of liq- uids as necessary to prevent releases from any con- tainment areas, and removal/disposal of sludges and liquids from 185 of the 225 roll-off containers that are on site. As part of those efforts, approximately 900,000 gallons of liquid and 1,700 tons of sludge have been removed and transported off-site. The PRP Group obtained a Court appointed Receiver with legal custody and control over the Site. The Receiver's role is to assist the Group in its perfor- mance of the EPA-required actions at the Site. El Grupo PRP removio y dispuso de manera adecuada los liquidos y lodos de 185 de los 225 contenedores de carga y des- carga que se encontraban en el sitio. Esto consistio en la remocion de aproximadamente 1,400 toneladas de solidos, 66,431 galones de liquidos, y 9,364 galones de agua de lavado.
