The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. WASTEWATER COMPLIANCE AND SUSTAINABILITY PROJECT BORROWER: City of Chattanooga, Tennessee LOCATION: Hamilton County, Tennessee and portions of Walker and Catoosa Counties, Georgia WIFIA LOAN AMOUNT: $186,080,000 TOTAL WIFIA PROJECT COSTS: $386,383,000 POPULATION SERVED BY PROJECT: 582,500 people NUMBER OF JOBS CREATED: 3,000 jobs PROJECT DESCRIPTION The Wastewater Compliance and Sustainability Project will address sanitary sewer overflows to help comply with the city's consent decree and improve the system's energy efficiency and resiliency. With this WIFIA loan, the City of Chattanooga will modernize the Moccasin Bend Wastewater Treatment Plant which serves customers throughout the City of Chattanooga and adjacent communities in Hamilton County, Tennessee, and Walker County and Catoosa County, Georgia. The City of Chattanooga will improve storage and treatment capacity at the plant to provide resiliency during extreme weather events and support compliance with its consent decree. To improve operational efficiency, the city will design and construct technology to generate Class A biosolids and increase biogas production by at least 15%. By financing with a WIFIA loan, the City of Chattanooga will help keep rates affordable by taking advantage of the WIFIA program's flexibility to defer principal repayment untii 2032, six years after construction completion.
