Final Rule: Subpart QQ, Mandatory Reporting of Greenhouse Gases

What Must Be Monitored for Each Importer and Exporter of Pre-Charged Equipment and
Closed-Cell Foams Containing Fluorinated GHGs?

For importers of pre-charged equipment and closed-cell foams containing

fluorinated GHG:

~	Annual mass of each fluorinated
GHG imported and exported in pre-
charged equipment or closed-cell
foams (metric tons)

~	For each type of pre-charged
equipment with a unique
combination of charge size and
charge type, the identity of the
fluorinated GHG used as a
refrigerant or electrical insulator,
charge size (including holding
charge, if applicable), and number
imported and exported

~	For closed-cell foam imported inside
of appliances, the identity of the
fluorinated GHG contained in the
foam, the quantity of fluorinated
GHG contained in the foam (for
each unique combination of quantity
and identity of fluorinated GHG
with the foam) in each appliance,
and the number of appliances
imported and exported

~	For closed cell-foams that are not imported
inside of appliances, for each type of
closed-cell foam that has a unique
combination of fluorinated GHG type and
density, the identity of the fluorinated
GHG, the density of the fluorinated GHG
in the foam (kg fluorinated GHG/cubic
foot), and the quantity of foam imported
and exported (cubic feet)

~	Dates on which the pre-charged equipment
or closed-cell foams were imported and
exported

~	If the importer or exporter does not know
the identity and mass of the fluorinated
GHG within the closed-cell foam, the name
of the foam manufacturer and certification
that the importer or exporter was unable to
obtain information on the identity and mass
of the fluorinated GHG within the closed-
cell foam from the closed-cell foam
manufacturer

~	Annual mass of each fluorinated

information on the identity and mass of the
fluorinated GHG within the closed-cell
foam from the closed-cell foam
manufacturer
