Approval expires 12/31/2024 City of Ellensburg Gas Division Distribution System Best Management Practices Methane Challenge Partner Since 2022 WASHINGTON Background The City of Ellensburg Gas Division serves about 5,000 customers in the heart of Washington State. Since becoming a utility in 1956, the City of Ellensburg has proudly served the small farming community, Central Washington University, and surrounding areas. Right from the beginning, the City Gas Division worked hard to minimize system emissions by using high quality materials and not allowing anything outside of coated/wrapped steel or high-density polyethylene pipe for its piping network. With a system that see very few leaks, the Gas Division has been able to go above and beyond to minimize emissions and maintain system integrity at the highest level. Performance Metrics The Gas Division identifies areas of potential emissions and actively works to eliminate or reduce those through the tracking of performance metrics. These performance indicators directly support our Distribution Integrity Management Program and provide a guide to methane reduction within our system. Some of the metrics and averages include: Emergency Response Time: <13 Minute Average Excavation Damages Per 1000 Tickets: 2.34 since 2016 Grade 2 or 3 Leaks Left Unrepaired: 0 Since at least 2016 Historical Highlights Increased Leak Survey Frequency For over 20 years the City of Ellensburg Gas Division has put an emphasis on increased pipeline safety and integrity with an accelerated leak survey frequency. The City survey's its entire system over a 4-year period compared to the required 5-year period. The accelerated leak surveys have limited the time in which a leak may go undiscovered, reducing the exposure time of leaks and potential for major leaks. EPA Form No. 5900-413 ------- |
