Canadian Energy Efficiency Regulations and Importing ENERGY STAR Qualified CFS products into Canada July 2008 ENERGY STAR Introduction Canada regulates the energy efficiency levels of four types of commercial food service (CFS) equipment. These are commercial refrigerators, commercial freezers, ice makers, and vending machines.1 Canadian CFS Energy Efficiency Standards Commercial refrigerators & freezers: www.oee.nrcan.gc.ca/regiilations/product/commercialr efrigerators.cfm Commercial ice machines: www.oee.nrcan.gc.ca/ regiilations/product/automatic_ice_makers.cfm Vending machines: www.oee.nrcan.gc.ca/ regulations/vending-machines.cfm Dealers must: ¦ Ensure the CFS product meets the energy efficiency standard specified in the Regulations (see box at left). ¦ Ensure an energy efficiency report has been filed with NRCan prior to import. ¦ Provide relevant import information when importing products. ¦ Ensure the product bears an energy efficiency verification (EEV) mark from an accredited certification body prior to sale or lease. Note that there is no EnerGuide label for CFS products. Natural Resources Canada (NRCan) is the Canadian government department responsible for monitoring and enforcing the Energy Efficiency Regulations. In order to facilitate importing and selling regulated CFS products in Canada, U.S. CFS manufacturers should work with NRCan and Canadian dealers to ensure all requirements under the Regulations are followed. Dealers Energy Efficiency Report If the product is not already listed in the NRCan database of compliant models, an energy efficiency report must be submitted to NRCan prior to import. This report includes the brand name, model number, manufacturer, and the name of the accredited certification body that verified the equipment's energy performance and supplied an EEV mark along with information on the product's energy performance and characteristics. Who is a Dealer? A "dealer" is a person whose business: ¦ manufactures energy-using products in Canada; or ¦ imports energy-using products into Canada; or ¦ sells or leases energy-using products that are obtained, directly or indirectly, from a person who manufactures energy-using products in Canada or imports them into Canada. Where Do I Find the NRCan List of Compliant Models? Commercial refrigerators & freezers: oee.nrcan.gc.ca/energystar/english/commercial/self- contained-refrigerators-freezers-search.cfm Commercial ice machines: oee.nrcan.gc.ca/equipment/ice-makers-search.cfm Vending machines: oee.nrcan.gc.ca/ Energy star/english/commercial/beverage-vending- machine-search.cfm 1 Canada does not regulate the energy efficiency levels of the other four types of ENERGY STAR qualified CFS equipment—hot food holding cabinets, steamers, fryers, or dishwashers. Therefore, these types of equipment are not required to go through the same testing and verification procedures as commercial refrigerators, commercial freezers, ice machines, and vending machines. ------- Contact NRCan directly (see below) to receive a copy of the current Excel reporting form. Import Information Ensure that relevant information is provided to clear Canadian customs, namely: product type; model number; brand name; address of the dealer who is importing the product; and purpose for which the product is being imported. EEV Mark Regulated energy-using products must bear an EEV mark before the product is sold or leased in Canada. The EEV mark indicates that the product is in an EEV program administered by a certification body accredited by the Standards Council of Canada (SCC). Accredited Certification Bodies In order to receive an EEV mark, regulated equipment must be verified by a SCC-accredited certification body. ENERGY STAR in Canada Please be aware that all regulated products must first meet the requirements of Canada's Energy Efficiency Regulations before the CFS product can be qualified as ENERGY STAR in Canada. Compliance NRCan employs a variety of measures to ensure dealers/manufacturers are complying with Canada's energy efficiency requirements, including: self-monitoring by dealers, report verification such as in-store monitoring, tips and complaints, independent product tests, and customs monitoring. NRCan will follow up with the dealers, importers, and manufacturers regarding any regulated product missing an energy efficiency report, is below standard, does not display an EEV mark, or any other incidence of non- compliance.
